2 My hope “My hope for the future is that there is a growing realisation that for the NHS to work properly, good social care is vital and must be funded correctly for a service that we can be truly proud of and which people should receive in 21st century Britain.”

Social care is in a pretty sorry mess at the moment…

£5bn+ cut from adult social care budgets 26% fewer getting help they need (King’s Fund) £2.8bn funding gap by (King’s Fund) Public spending on adult social care expected to shrink to less than 1 per cent of GDP (King’s Fund) Between 2009 and 2015 people receiving local authority-funded domiciliary care fell by 20% Gross spending on domiciliary care fell by 3.7% between 2014 and 2015 Quarter of care homes in the UK (5,000) in danger of going bust in 3 years (BBC Radio 4’s You and Yours)

3,000 homes closed in the six months to Sept 2015 Nursing homes fell from 4,697 to 4,633 in , with the number of beds down from 224,674 to 224,026 - the first decline in five years (CQC) Closure of care homes to cost NHS £3bn due to extra hospital care 2% precept from Govt swallowed up by the National Living Wage As local authorities cut back on care, we are in danger of a two-tier social care sector, where only people with money get the care they need.

Head of the CQC Andrea Sutcliffe has admitted that the sector is under “stress and strain” due to under-funding.

I’ve been in social care for more than 25 years and I can’t remember a worse time… So why am I about to expand my care business?

Huge contribution social care makes. Adult social care contributes 1.55million jobs (Skills for Care) And £40.4bn to the UK economy (Skills for Care) Demand is strong – people are living longer and their care needs get ever greater and more complex And there is other untapped potential too – like social care tourism like it or lump it, the Government is going to have to deal with social care and make it a priority!

‘We will integrate the NHS and social care for older and disabled people, funding dignity across the board, and ensure parity for mental health services.’ – Labour Party conference At their conference the Liberal Democrats spoke of a National Health and Care Service, funded through taxation Politicians from all sides are starting to discuss social care more and there is cross-party agreement on improvements and on integration.

The Prime Minister says she speaks for the disadvantaged, we wait to see evidence of that Excellent independent care providers which we must use more. The majority of ‘outstanding’ care homes are small, independent providers. Flexible independent care sector who have the spirit and flair to strive for excellence and to invest their time and energy into making their homes and homecare services the best they can.

And the quality is good – 60% of providers inspected by the Care Quality Commission in were rated good or outstanding When it works well, social care strengthen the NHS.

More funding into social care Tax or National Insurance, reverse the cuts Merging of NHS and social care funding to integrate care and healthcare and ring-fence funding for both. Decide whether we want health and social care to be managed centrally or regionally. At the moment we have a fudge – social care managed by local authorities and NHS health care managed centrally, we have to decide: one or the other Reward staff properly for the wonderful job they do and improve the standing of social care.

Root out poor care Provide investment incentives: Make social care zero-rated for VAT for example Work together; Government, NHS, local authorities, providers - let go of silo thinking

We need to think outside the box… A referendum on social care? Social care contracted but independent? Educate people on social care and respect Save to pay for care later? We are all going to need to be yet more vocal.

No more reports or commissions social care no longer has its own minister and didn’t feature greatly at the Conservative conference!  Fight harder for the sector – its future survival and prosperity relies upon it.  We have the perfect ingredients – demand, a professional work force and a committed profession – we just need the right chef to bring it all together. Get social care right and the benefits will be enormous!

Time to start doing things differently Get social care the recognition it deserves Get older and vulnerable people the care they deserve Make social care something we can all be proud of in the years ahead!
