2 ▸ WFP mandate ▸ Phased approach to institutional strengthening. ▸ Food security analysis and monitoring, and early warning; national level. ▸ Assisting county governments to strengthen their data collection, analysis and reporting. ▸ Other support to strengthen capacity of county and national governments. ▸ Lessons learned in the support to government on EPR. Presentation Outline:

3 ▸ WFP mandate includes support to food-insecure countries and people to prepare for, prevent and recover from disasters. ▸ DRR is priority because of profound impact of disasters on food-insecure and vulnerable populations. ▸ DRR is a prerequisite for sustainable development and for eliminating hunger. ▸ WFP’s support is within Kenya’s national frameworks and policies, e.g. EDE framework. WFP mandate:

4 Year 1: Initial consultations with county. Identify gaps in institutions, systems, skills to manage analytical processes, emergency preparedness and response. Develop strategy & workplan for strengthening county capacity in technical areas. Year 2: Help counties develop policy framework & financing models. Develop guidelines, ToRs, SOPs, tools. Training on technical areas (e.g. VAM, supply chain) Simulation to test policies, guidelines, systems, skills. Year 3: Link systems together at county level. Link systems to national level. Phased approach to institutional strengthening Year 1: Analyze gaps and needs, develop work plans and strategies Year 2: Support development of county policies, guidelines, tools Year 3: Link policies and tools at county level and county systems to national level

5 WFP has supported the Government (NDMA and the Kenya Food Security Steering Group) for close to two decades to assist coordination of various actors in multi-agency/sector hazard analysis, early warning and food security assessments; including: Long/short rains assessments Food Security Outcome Monitoring: integration of data in NDMA Drought Early Warning System reports and food security assessments. Kenya Comprehensive Food Security and Vulnerability Analysis Information generated is evidence used for designing interventions and resource mobilization. Food security analysis and monitoring, and early warning: National level

6 Increasing the scope and efficiency of early warning data collection: Piloting paperless data collection for the NDMA assessments. Web-based database for drought early warning data analysis & storage: “dashboard” gives more access to information by decision makers & donors. Assisting county governments to strengthen data collection, analysis and reporting

7 Formulation of policy and legislation on disaster risk management. Mid-term review of County Integrated Development Plan. Training county-level staff members in emergency preparedness and response (county executives, technical officers and operational officers). Logistics management information systems for humanitarian supply chain management. Other support to strengthen county and national capacity

8 Strengthening capacities for emergency preparedness and response reiterated the importance of multi-stakeholder efforts. A systems approach is necessary for continuity and sustainability, i.e. skills, institutions and enabling environment. Capacity strengthening is long-term investment and requires commitment from all stakeholders. Lessons learned in the support to Government
