[The way this works is that PINs on the selected Roll and Roll level for the selected Assessment year are compared against the PINs in the CVI Instance(s) for the selected CVI Assessment Year. These PINs are candidates for inactivation so that tax bills will not be created for them. For example, if the user wants to inactivate any PIN that was on the 2010 Real Roll (level 1), that is not in any of the 2011 CVI Instances, he'd enter 2010 Assessment Year, Real Roll, Roll Level 1, 2011 CVI Assessment Year, all CVI Instances, and click Search. The user then can select one or more of the returned PINs to inactivate.]
