3 CONTEXT May 2014 heavy rains caused massive flooding in northern, eastern and central parts of the country bordering with Croatia and Serbia. Worst floods in 120 years coupled with post-war development efforts and chronic poverty and unemployment for a significant portion of the population. Affected a quarter of the territory of the country and approximately one million people, approximately 27% of the country’s population of 3.8 million.

5 Launched on 15 August 2014 and worth 43.52 million EUR, out of which the EU’s contribution is 42.24 million EUR, while UNDP participates with 1.28 million EUR. Aimed to assist with the normalization of peoples' lives in flood-affected areas and communities in 24 most-affected municipalities. Immediate restoration of vital public sector infrastructure and reinstatement of key public services, the emergency reconstruction of private dwellings for the most vulnerable and marginalized people, the revitalization of local economy and agriculture production and rehabilitation of communal infrastructure in selected municipalities. 6 BACKGROUND TO THE COMMUNICATIONS STRATEGY Stalled EU integration process in the country and readjustment of the EU’s policy in the country – issue of credibility. UN/UNDP’s strong presence on the ground causing ambiguity about the ownership of the programme. Lack of awareness and recognition of the size of the EU financing for flood recovery in the country and in the flood-affected areas. UN commitment to ensure adequate EU visibility and to emphasize EU’s funding support. Strategic and coordinated communications strategy vital for adjusting public perception about the results and the main donor of the Programme.

7 UN COMMUNCATIONS STRATEGY PRINCIPLES All UN communications activities were coordinated by the UNDP Communications Office and conducted in line with the jointly agreed communications strategy for the programme. UNDP Communications Office was responsible for day-to-day coordination of the implementation of the communications strategy in all aspects. EUD was the final point of approval for all visibility materials and communication activities, channelled by the UNDP. UN communications team ensured the results were widely publicised and that EU visibility is prominent at all events and on all visibility materials. Visibility plan focused on tailor-made EU logo for the programme strengthening identification from public with the implementation activities and the source of funding.

9 PUBLIC EVENTS 26 public events, including 20 opening ceremonies. 4 sites visits for EU high-level officials 2 site visits for journalists in 18 flood affected municipalities and cities.

10 MEDIA RELATIONS 58 press releases and success stories. Approximately 1300 media features/mentions in total 70 posts on EUD and UNDP webpages.

11 DISPLAY BOARDS, COMMEMORATIVE PLAQUES AND STICKERS 133 display boards for public facilities. 150 for communal infrastructure projects. 141 display boards for housing rehabilitation sites. Numerous EU stickers and Programmes’ logo for purchased equipment and materials

13 VIDEO, PHOTO AND AUDIO PRODUCTION 9 video stories (human-interest success stories) and a short documentary have been produced. 3 radio jingles for public calls within the Programme that were aired on local radio stations. Numerous photo galleries on website and social media outlets. EUD won the first DG NEAR Communication Award for the video on EU FRP results produced within the Programme.

15 PUBLIC OPINION SURVEY Conducted in two waves (January and December 2015) in flood affected areas. 83% of interviewees consider EU as the most active in providing assistance in floods recovery (2nd place – municipality authorities - 71%) 52.6% of the respondents claimed that post-flood assistance was primarily provided by the European Union, followed by UNDP (10.9%). 53.2% of respondents (compared to 27.3% in the first research wave) claimed that the EU is very active in providing floods recovery assistance
