8 Snapshot for Gap Analysis in Housing Aggregate Early Recovery Needs Total required Houses: 827,380* Total funds needed: US$ 636 million Aggregate Early Recovery Response Houses/Shelters provided: 351,980* Funds spent or in hard pipeline: US$ 271 million Balochistan 59,484 KP 116,866 Sindh 346,942 Punjab 301,211 Balochistan 40,683 KP 77,420 Sindh 109,620 Punjab 70,000 HHs Prioritised Aggregate Gap Identification 227,050 houses requiring additional US$ 175 million ( prioritised on the basis of location-based vulnerability) *Includes figures for GB and PAK Balochistan Houses: 11,500 Cost: US$ 8.8 million KP Houses: 18,572 Cost: US$ 14.3 million Sindh Houses: 111,736 Cost: US$ 85.9 million Punjab Houses: 85,243 Cost: US$ 65.6 million Challenges  The upcoming season can hinder the construction process and the monsoon rains can cause further destruction and disrupt reconstruction activities  To ensure that the commitments are actualized, that parity among the provinces in terms of commitment of the ORS is reached, and that not-registered activities also follow technical guidelines to enable “build back better”.  Local resources to rebuild are limited and knowledge on how to rebuild better against the risks of floods and earthquakes is not widely disseminated  To ensure all IDPs affected by the floods, living in temporary conditions such as camps and secondary settlements, return to their places of origin Response Strategy  Only completely destroyed (CD) houses are being targeted to provide support to people without permanent shelter  A household with a destroyed house shall be supported with an approx. 20 sq.m large One Room Shelter as a first Early Recovery core room, which will be later extended towards a house  The Transitional Shelters that do not comply with DRR shall not be promoted or supported.  Early Recovery shall be cost efficient by applying well known construction methods and the use of local materials. To promote ownership and to lower costs, beneficiaries shall participate according to their capacity. All material and labour shall be provided to extremely vulnerable households
