4 City & County of SF Implementation Past Experience Telematics in use by the City since 2005 Used with varying degrees of success Current Status About 3,595 vehicles are online $1,147,713 spent in FY14-15 15 departments are participating 56 training sessions held 1,344 administrator and supervisor trainings delivered 4

6 Legislative Mandates Healthy Air and Clean Transportation Ordinance – City’s Environmental Code  HACTO has three parts: Transit First Policy – Get you out of your car Fleet Replacement – Get you into the cleanest vehicle possible Fleet Reduction – Reduce the size of the fleet  The old system goes away  Telematics will be used to identify underutilized vehicles.  Applies to light-duty vehicles 8,500 pounds or less GVWR Proposed Ordinance by Supervisor Yee  Install telematics in all motor vehicles  Waivers o CAO may waive the requirements of the ordinance o BOS may override the CAO’s waiver  City Administrator shall submit a Citywide report to the Mayor and Board of Supervisors on motor vehicle use by October 1 of each year. 6

10 Policies Under Consideration  All departments should participate in a telematics program  Develop uniform citywide policies for data management & use  Develop definitions of the following with respect to HACTO/Vehicle Use Policy: o Speeding o Patterns of unsafe driving o Underutilized vehicles  Balance transparency with confidentiality and legitimate security concerns 10
