2 I. Objective Overall objective: To develop a Disaster Management Information System (DMIS) to collect and classify data from local levels as well as relevant organizations. The DMIS not only collect information on damage but also support disaster preparedness and prevention activities andr identify relief needs.

3 I. Objective Specific objective: Establish an operational mechanism to exchange information at central level and provinces. Establish a disaster management information network based on information and communication technology applications such as Internet, GIS, SMS. Disseminate natural disaster information via web-site and facilitate the information sharing mechanism from Central levels to provinces, management agencies and communities. Strengthen IT application capacity for staffs; support them in accessing and using new technologies in order to meet the high demand of efficiency and quality of work.

11 Develop a Mobile phone data collection system. First task is to register a number operator. (such as 1900xxxx, 8xxx, 9xx), then programming the system with following functions: - Send and receive information via SMS to collected data, information on early warnings, and/or instructions. When natural disasters occur and the internet doesn’t work, SMS is a perfectly suitable technology for mobile devices. - Phone content management: Automatically record the entire contents of any phone calls as a compressed audio file and store in the database which will be very useful for CFSC at all level to prepare for and cope with natural disasters
