1 Operational Programme Development of Eastern Poland 2007-2013

2 On the east border of the country are situated 5 voivodships supported by OP DEP, i.e.: lubelskie, podkarpackie, podlaskie, swietokrzyskie and warminsko-mazurskie.

3 For the needs of the Programme group of these 5 voivodeships was called Eastern Poland Total area of 99.045 km² - 31.6% of the total territory of Poland In 2005 Eastern Poland was inhabited by 8.2 million persons, which was 21.5% of the total population in Poland.

4 Reasons for preparation The development of Eastern Poland is one of the priorities of Polish government, Eastern Poland – the largest EU region of low economic, social and territorial cohesion, Eastern Poland will be beneficiary of European cohesion policy in the 2007-2013 and the following programming periods, EU decision to assign special allocation of 992 mln EUR for Eastern Poland in the programming period 2007-2013.

6 The main objective Hastening the pace of social and economic development in Eastern Poland in conformity to the sustainable development principle. Detailed goals : Stimulating development of competitive knowledge based economy. Improving access to broadband Internet in Eastern Poland. Development of selected metropolitan functions of voivodship cities. Improving accessibility and standard of transport links in voivodships of Eastern Poland. Enhancing the role of sustainable tourism in the economic development of the macroregion. Optimising the implementation process of OP Development of Eastern Poland.

8 Activity II.1 Broadband network of Eastern Poland Construction of a supraregional broadband IT infrastructure (broadband network) with access points at each municipality and direct training of people endangered with digital exclusion serving to prepare them to use the Internet. Which will provide teleinformatic infrastructure for business development and potential customers for e- services. 9 Complex project of construction and marking up bicycle routes and paths. construction and marking bicycle routes with paved surface (mainly on the area of towns) setting out and marking bicycle routes on the suburban area where, owing to the natural environment considerations, laying of bituminous or concrete pavement is not recommended. Main beneficiaries under priority axis: territorial self-government units, unions and associations of territorial self- government units, Total financial alocation: 50,00 mln euro Incl. ERDF: 42,50 mln euro

10 TASK FORCES for OP Development of Eastern Poland Task Force for implementation of the measure of bicycle routes in Eastern Poland Aim: Development of implementation system of the measure, the elaboration of the course of bicycle routes in 5 voivodships of Eastern Poland (podkarpackie, podlaskie, lubelskie, świętokrzyskie, warmińsko-mazurskie), co-operation with regional working groups, development of uniform technical standards for bicycle routes. Participants: Ministry of Regional Development - Department of Supraregional Programmes (The Managing Authority), Ministry of Sport and Tourism, Polish Agency for Enterprise Development (the Intermediate Body), representatives of 5 Marshall Offices, experts from Polish Tourist Country - Lovers' Society and the Directorate General of State Forests. Task Force for implementation the project Broadband Network in Eastern Poland Aim: Development of Broadband Infrastructure in Eastern Poland, co-operation with regional working groups. Participants: Ministry of Regional Development – Department of Supraregional Programmes (The Managing Authority), Polish Agency for Enterprise Development (The Intermediate Body), Office of Electronic Communications and representatives of 5 Marshall Offices.

11 Task Force for implementation of the project Promoting sustainable development of tourism Aim: Exchanging information and opinions about implementation of the measure V.1 Promoting sustainable development of tourism. Coordination of complementariness with parallel implemented other measures and programmes financed from ERDF, EAFRD and EFF in the area of tourism. Participants: Ministry of Regional Development – Department of Supraregional Programmes (The Managing Authority), Polish Agency for Enterprise Development (The Intermediate Body), Polish National Tourist Office (Beneficiary), Polish Information and Foreign Investment Agency, Ministry of Economy, Ministry of Sport and Tourism, representatives of 5 Marshall Offices. Task Force for implementation of the project Promotion and cooperation (Promotion component) Aim: Exchanging information and opinions about implementation of the measure I.4 Promotion and cooperation. Coordination of complementariness with parallel implemented other measures and programms financed from ERDF, EAFRD and EFF in the area of economy promotion. 16 THE FUTURE ACTIONS Objectives of National Regional Development Strategy 1. Support for growth of regional competitiveness 2. Creation of territorial cohesion and minimalization of marginalization processes on risk areas 3. Improvement of planning and implementing of public polices with territorial dimence TERRITORIAL HORYZONTAL Strategic objective: Effective expolataion of growth potencials by regions for development goals of the state – growth creation, employement ond territorial cohesion in Poland in long term
