2 Vision Statement The model organization striving for full partner cooperation and member compliance.

3 Mission Statement To foster trust and cooperation among the jurisdictions through efficient and effective planning and coordination and oversight of activities necessary to administer the International Fuel Tax Agreement for the betterment of the members and our partners.

4 IFTA’s Strengths Jurisdictions have few fears regarding receipt of tax revenues Industry support Good governing documents Financially sound

5 IFTA’s Opportunities Clearinghouse – paperless transmittals and funds netting –Great strides during the past year Partnering with IRP and other governmental units –Continuing Combined Audit Workshop –Continuing Combined Review Project –Participation on IRP’s International Committee –Working with FHwA on monthly statistics –Combined Board Meeting session planned for January 2009 in Chandler, AZ

6 IFTA’s Opportunities Strengthen committees –Development of New Member Guides –Development of Best Practices Guides –Development of Roll of Schedules –Appointment of Special Committees for Special Projects Increase enforcement –ITAC and LEC working toward providing more information to roadside –LEC working with CVSA –Obtaining Jurisdiction Contacts in Law Enforcement Agencies

7 IFTA’s Opportunities Pursue federal funding –Monitoring FMCSA grants

8 IFTA’s Threats Court decision that determines IFTA practices unconstitutional. –No such decision to date. Jurisdiction action that contradicts IFTA. –No such determination to date. Alternate fuels which complicate taxation. –Appointment of Alternative Fuels Committee –Monitoring actions by jurisdiction legislative bodies

9 IFTA’s Goals and Objectives To meet the needs of customers and stakeholders by utilizing technology –Appointed a Committee to pursue projects and ideas –Work continues on funds netting for Clearinghouse –Started gathering information for tribal tax database

10 IFTA’s Goals and Objectives To expand the knowledge base regarding IFTA through education and awareness. –Letter sent to agency executives from President of the Board –Creation of Best Practices Guides –Continuing development of information on the IFTA, Inc. website –Continuing work on Annual Report and Exemption Database project by Agreement Procedures Committee –Development of New Board Member Guide

11 IFTA’s Goals and Objectives –Marketing Plan has been developed and will be put in place over the next several months including IFTA 101 for the website, including industry history on the website, a newsletter to the Law Enforcement agencies and participation with other organizations at their meetings. –Clearinghouse user information available on secure website

12 IFTA’s Goals and Objectives To promote confidence and stability through partnerships between jurisdictions, industries, and other governments. –Identified key stakeholder contacts –Continued work on the IFTA/IRP Combined Review Project with cooperation from IRP, Inc. and its Board of Directors

13 IFTA’s Goals and Objectives To continuously plan, manage, and review IFTA, Inc.’s existing resources and new opportunities to ensure that organizational purposes are achieved. –Federal funding possibilities monitored –Reserves established –Five-year working budget developed and approved –Staffing needs evaluated each year –Contingency Plan developed and approved –Plans for immediate and planned successions of the Executive Director’s position developed and approved –Researching possibility of single dues structure

14 IFTA’s Goals and Objectives To enhance confidence in the agreement by assertively pursuing enforcement and compliance. –Continued work on the Dispute Resolution Process that may include Final Determinations of Non-Compliance –LEC proposed ballots to include enforcement provisions in the IFTA

15 What’s Next? Strategic Planning Session scheduled for October 2008 in conjunction with the 4Q08 Board meeting. Combined IFTA, Inc. Board of Trustees and IRP, Inc. Board of Directors meeting – January 2009
