6 Who are we? Eastern Partnership Territorial Cooperation Support Programme Team: – Work in Armenia, Azerbaijan, Belarus, Georgia and Ukraine – Main office in Tbilisi; second – in Kyiv, Ukraine – 5 key members and a pool of short-term experts – Hundreds if not thousands of potential beneficiaries

7 Why are we here? EU decided to launch programmes targeting cooperation across the borders of Armenia- Georgia; Azerbaijan-Georgia; and Belarus- Ukraine To achieve the best value-for-money, everyone – EU and beneficiaries – should be prepared for territorial cooperation programmes

8 Why are we here? We are NOT administrative institution in the capital cities. We are here: – To work with you and the EU – To find a way to make your ideas real and match them with the EU’s objectives

11 What is Eastern Partnership? Initiative by EU launched in 2008 Targets Eastern neighbouring – former Soviet Union - countries: Armenia, Azerbaijan, Belarus, Georgia. Moldova and Ukraine Encourages closer political, economic and social relations with EU

22 In history there were always two ways of understanding the word “border”: – The end of a place and – The beginning of another place totally different from what lays on the other side. Why cooperate across borders/regions?

24 Borders often were: – reasons for conflict, just as often – reasons for trading, learning, meeting, and knowing one another. Why cooperate across borders/regions?

25 However borders also always are the first place of contact when someone from a culture crosses over onto the neighbouring land Then, why not use these existing synergies and potentials for : PEACE, DEVELOPMENT and INTERCULTURAL DIALOGUE. Why cooperate across borders/regions?

26 So, what is the status now? EU decided: – to contribute 12.5 million EUR – for three programmes

27 Territorial cooperation: objectives Overall objective: – sustainable territorial cooperation between border regions benefiting their social and economic development Specific objectives: – strengthening cross-border contacts between local authorities, communities and civil society organisations so as to allow for the development of joint solutions to common social and economic development challenges

28 Territorial cooperation: priorities 1.Improving the living conditions of local communities through joint projects supporting economic and social development 2.Addressing common challenges in fields such as environment, employment, public health or any other field of common interest 3.Support local cross-border “people-to-people” actions and rapprochement between local populations

29 Who is targeted? Local and regional organisations based in the programme eligible areas: – Local and regional authorities; – State service providers (e.g. public health institutions) – Academic, educational and research institutions; – Sport and cultural institutions, including museums, libraries, youth organisations; – Civil society organisations; – Business associations and unions

30 Management Joint Decision Making Committee: – Institution established by both countries – Represented by government, local and regional institutions, social and economic partners Contracting Authority: – Appointed by European Commission – Signs contracts and pays subsidies with local and regional organisations – Controls project implementation

31 Eligible areas Ukraine – Belarus – Ukraine: Volyn, Rivne, Zhytomyr oblasts, northern districts of Kyiv oblast, and Chernigiv oblast – Belarus: Brest and Gomel oblasts Georgia – Armenia – Georgia: Samtskhe-Javakheti and Kvemo Kartli regions – Armenia: Shirak, Lori and Tavush regions (marzes) Georgia – Azerbaijan – Georgia: Kvemo Kartli and Kakheti regions – Azerbaijan: Ganja-Gazakh and Sheki-Zaqatala regions
