4 M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Main characteristics of honey sector Poglavlje 25 Nauka i istraživanje Chapter 11: Agriculture and Rural Development  Montenegrin beekeeping is of long and abundant tradition  According to the 2010 Agricultural Census, 2,533 holdings in Montenegro are involved in beekeeping and they possess some 50,024 honey bee colonies, or 20 honey bee colonies per household on average.  Number of hives per km2 varies considerably: north - 3 hives per km2 coastal area - 8 hives per km2  Langstroth Root and Dadant Blatt are the most common beehive types in Montenegro.

5 M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Main characteristics of honey sector Poglavlje 25 Nauka i istraživanje Chapter 11: Agriculture and Rural Development Total annual honey products ranges from 300 to 500 tons. Only a small share of the said production is marketed through retailers, whereas the major share is sold through green markets or through so called doorstep selling. Taking into account that there is no beekeeping sector-specific analysis available, all data are the findings of internal researches undertaken by the Federation of Beekeepers’ Associations of Montenegro. The said organization gathers more than 2,000 beekeepers and represents practically the entire beekeeping. The stationary beekeeping is 60% of the total beekeeping technology; the rest is represented by the migratory beekeeping. The amount of honey per beehive: 10-30 kg in stationary beekeeping 20-60 kg in migratory beekeeping The average annual consumption is 1.5 kg per capita

9 M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 11: Agriculture and Rural Development Production and market preparation costs Fixed and Variable costs Fixed costs :  Beeswax: - €7.00/beehive  Medicinal products for the control of honey bee diseases: - €5.00/beehive  Queen bees: - €4.50/beehive, so that the aggregate fixed costs per beehive amounts to €16.5. Taking into account that the average honey yield per beehive equals to 10 kg, 1-kg-honey costs include the fixed costs amounting to €1.6. Variable costs:  Migration costs: €400.00 per apiary (average number of beehives per apiary: 20 beehives)  Packaging: €5.00 per beehive  Supplemental feeding: - €9.40 per beehive  Replacement of beehive elements: €4.50 per beehive, so the total estimated variable costs per beehive amount to €38.9. Taking into account that the average monthly honey yield is 10.00 kg per beehive, the variable costs included in 1-kg-honey costs amount to 3.9 €.

10 M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 11: Agriculture and Rural Development Beekeeping Development Program The Ministry of Agriculture and Rural Development carries out the Beekeeping Development Program with funds allocated by Agro Budget. The goals to be reached by implementing the foregoing Program are as follows:  improve competitiveness of the Program,  improve genetic potentials of honey bee colonies by introducing highly- productive queen bees rearing,  preserve the quality and improve health safety of honey bee products,  improve know-how among and training of beekeepers

11 M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 11: Agriculture and Rural Development Support measures  Selected queen bees rearing Support to improving selected queen bees rearing refers to both the support delivered for functioning of selection centers that obey strictly the prescribed criterions for highly productive queen bees selection and the support delivered to reproduction centers for selected queen bees rearing.  Improving the quality of bee products and health status of bee colonies Support to improving the quality of bee products and health status of bee colonies refers to both the protection of honey bees against bee mite (Varroa destructor) by using organic preparations and to improving health safety of bee products. The entitlement to this support is enjoyed by the beekeepers that use both organic products for treating their honey bee colonies against this bee mite, excluding organic acids (such as formic and oxalic ones, and alike), and antivirus bottom boards. Besides, the support to improving the quality of bee products and health status of honey bee colonies is dedicated to the provision of specific and scarce equipment for beekeeping.

12 M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 11: Agriculture and Rural Development Support measures  Support to young newcomers to beekeeping Support to young newcomers to beekeeping refers to the purchase of three established honey bee colonies for a young newcomer beekeeper who is neither younger than 18 nor older than 30; however, the obligation of such beekeeper to engage him/herself in beekeeping and to join the membership of the Federation of Beekeepers’ Association.  Professional development of beekeepers Support to professional development of beekeepers is dedicated to a variety of instructional events and professional development-related activities intended for beekeepers, such as arranging seminars and beekeeping events; provision of professional literature; beekeeping magazines publishing, and alike.

13 M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 11: Agriculture and Rural Development Federation of Beekeepers’ Associations of Montenegro The Federation of Beekeepers’ Associations of Montenegro is an organization gathering farmers of Montenegro and it has the largest membership. The said Organization gathers together 23 beekeepers’ associations that are mainly municipal- based ones. All the Associations are NGOs. The Ministry of Agriculture and Rural Development implements Beekeeping Development Program through The Federation of Beekeepers’ Associations of Montenegro that coordinates the activities of all municipal Beekeeper’s Associations.
