6 your name Active Labour Market Policies for Youth in Montenegro Key youth-oriented ALMPs in 2015: I. „Professional training of persons with acquired higher education“ II. „Youth are our potential, let’s give them a chance!“ Other ALMPs for youth: -raising employment opportunities for persons with secondary education -subsidising employment of youth in seasonal jobs -career orientation and labour market in primary and secondary education institutions -first job experience -youth entrepreneurship etc.

7 your name I. “Professional training of persons with acquired higher education” Traineeship - programme with work experience Main goal/s – to increase employability and facilitate transition of young graduates into labour market -to provide young graduates with work experience and prepare them for individual and independent work; -to offer young people with tertiary education and without previous job experience a chance to gain knowledge, skills and competences needed for the labour market Key features: First introduced in 2012 Target group: young people with acquired higher education and no previous work experience; registered at EAM database as unemployed Duration: 9-month Employers: public and private sector Mentoring system Monthly remuneration: beneficiaries receive the amount of 50% of the average net salary in Montenegro Largest ALMP in the country

8 your name II. “Youth are our potential, let’s give them a chance!” Inovative youth programme created by EAM Main goal: to raise the level of entrepreneurial culture among youth in all Montenegrin municipalities Target group: persons under 30 years of age 3-month preparatory training on entrepreneurship and project writing 9-month work practice at EAM branch offices in each municipality Key outcomes: developed bussiness plans and created project applications (national and EU funds) Special targets: creating local employment teams and association of entrepreneurs; peer learning; developing local comunities Results: 135 bussiness plans for unemployed persons, 64 project applications and 3 entreprenurial clusters formed

10 your name Future activities Employment Agency of Montenegro - pilot project “Youth engaged in combating informal economy” Main goal: creating opportunities for youth employment and combating informal economy on the labour market 100 young people under 29 years of age 4-month training Youth will provide technical support to government officials working on jobs that include aspect of combating informal economy Implementation : EAM Partners: Ministry of labour and social welfare, Ministry of finance, Ministry of interior, Tax administration and Department for inspection affairs
