2 War-winning capabilities … on time, on cost Purpose of Industry Day Events Solicitation FA9401-15-R-KUMMSC The intent of these events is to encourage the free exchange of ideas and innovations through discussions between Government & Industry We are seeking feedback on PWS and contract structure, and how best to present the KUMMSC requirement in order to enable you the opportunity to provide a reasonable and competitive bid Let us know if you require additional information for this effort Please email questions, concerns, or comments to the AFNWC Contracting Office personnel listed in the next slide

4 War-winning capabilities … on time, on cost Industry Day Solicitation FA9401-15-R-KUMMSC 27 February 2015 Schedule (Day 2) 0730 - One on One Meetings (Topside Conference Room 0730-0900, Facilities Round Table 0900-1200) 1200 - Industry Day Ends This is the FIRST of TWO Industry Day events. Anticipate the 2 nd Industry Day events to take place in late March/early April 2015 Today will be a tour of the KUMMSC Facility and a tentative Q&A session with the group. Highly encouraged that interested parties attend both Industry Day events in order to actively and effectively participate in this acquisition

5 War-winning capabilities … on time, on cost “Current” Contract Structure Solicitation FA9401-15-R-KUMMSC Current contractor is Maverick Technologies Contract is Firm Fixed Price with Cost Reimbursable CLINs for any unscheduled work such as emergency calls Contract expires 29 Sep 2015; anticipate extending the period of performance through 31 Dec 2015 Within past year, software was upgraded via separate purchase order to Maverick Technologies Government contracted w/Army Corps of Engineers to refurbish Air Handling Units (AHUs) Begins Mar ’15 (approximately 9-12 months to complete) Could require AHU and BCMS coding change, by Maverick Technologies, in early phase of project; timing may impact RFP release Valve upgrade in FY16 Future upgrades may require contract modification 5

6 War-winning capabilities … on time, on cost Future Contract Structure Solicitation FA9401-15-R-KUMMSC The USAF is seeking to streamline KUMMSC facility maintenance under one contract Includes sustainment and maintenance requirements for the Blast Containment Management System (BCMS) at KUMMSC. These activities include calibration, replacing chemical/biological filters, maintaining historical results to calibrations, testing/balancing of the system, and an emergency call function that is available 24/7 to respond within 4 hrs Adding a new requirement for maintaining 11 AHU’s and performing Information Technology upgrades Draft contract type and CLIN structure is TBD May possess Firm Fixed Priced CLINs for routine support and Cost Reimbursable CLINs for any unscheduled work such as emergency calls The contract will be written for 1 base year and 4/1- year options

7 War-winning capabilities … on time, on cost Source Selection Process Solicitation FA9401-15-R-KUMMSC NAICS Code determined and posted on 21 January 2015 811219 – Other Electronic & Precision Equipment Repair and Maintenance Determination on whether Small Business Set-Aside or Full and Open Competition, April 2015 If Full and Open, small business plans will be required and IAW FAR it will be part of the source selection criteria Bidders Library, draft Performance Work Statement (PWS) and drawings were posted on FedBizOps (FBO) 6 Feb 2015 Additional documents may be added continuously Formal RFP release, Tentative May/Jun 2015 Proposals due 30 days after RFP release Contract award NLT 30 Nov 2015 Tentative Transition Period Dec 2015 – 30 days

8 War-winning capabilities … on time, on cost Q&A and Tour Solicitation FA9401-15-R-KUMMSC There will be One-On-One sessions 27 February Questions and answers from the One-On-One sessions will be posted on FBO within two weeks after the conclusion of this Industry Day event. No contractor identification will be posted on the Q&As. No proprietary information discussion in One-on-One’s and no marketing materials/information authorized KUMMSC Facility Tour - stay together during the tour To take the tour – you must have a security clearance and you must have been cleared through JPAS prior to the event DO NOT engage current contract employees! All prospective contractors shall receive the same tour

9 War-winning capabilities … on time, on cost One-on-Ones with Industry Solicitation FA9401-15-R-KUMMSC One-on-Ones will be conducted IAW the schedules emailed to each respective company Please arrive 15 minutes early No marketing pitches are authorized. Meeting will be adjourned if it evolves into a marketing pitch The purpose is to provide opportunity for offerors to get questions regarding the KUMMSC requirement/PWS answered

10 War-winning capabilities … on time, on cost Performance Work Statement Solicitation FA9401-15-R-KUMMSC We are requesting feedback on the PWS drafts after each Industry Day event (NLT 1 week after) After all comments are submitted, revised documents will be posted on FBO accordingly and there will be subsequent opportunities for Industry comments For today’s event, a draft of the PWS and schematics was released on FBO, 6 February 2015 All applicable documents for this acquisition will be posted on FBO
