2 Executive Director Search Status The search continues. The TxDMV Board engaged Grant Cooper to facilitate the search for candidates. The Board Search Committee continues to conduct interviews. There will be a special called board meeting on June 19 th to finish interviews and hopefully make a selection. The selected candidate will be announced when the hiring process is complete. Anticipated start date is July 2012.

3 Multi-year Registrations by County Report There have been multiple requests for a Multi-year Registration by County Report to be created. Programmers are actively working on creation of the report. It is anticipated that it will be available by the end of the summer.

4 New Texas General Issue License Plate Anticipated issue date will be some time in July. Current stocks of plates will need to be exhausted before new plates are issued. The new general issue plate, with a basic black-and-white design, will have added benefits for the public, law enforcement, and toll authorities. The new "Texas Classic" license plate will provide: Issuance to both passenger vehicles and trucks eliminating dual inventory. A black-and-white plate improves legibility. Higher reflectivity results in increased safety. Additional embedded security features protect against fraud. Law enforcement and toll authorities provided input and approval.

5 Combining General Issue Passenger & Truck License Plate Types This is part of a major efficiency project to simplify the manufacture, storage and distribution of license plates. The 'TRUCK' designator that previously appeared on license plates for light trucks, and some sports utility vehicles, is no longer necessary due to fee simplification that went into effect in September 2011. Maintaining separate stocks of plates for passenger vehicles and light trucks will no longer be required. Anticipated implementation is Nov. 2012. RTS Programming will be required. Current stocks of plates will need to be exhausted before new plates are issued. Implementation procedures will be provided during the interim of exhaustion of current stock. We anticipate the RTS System will be updated by bouncing the servers about Oct. 15 th. This will change the default plate type from the Sky Blue plate to the new Texas Classic plate.

7 Re-posting of ID Rules for Title and Initial Registration Re-posting of ID Rules for public comment will be considered at the June 14 th board meeting. 1. Current photo identification of the owner must contain a unique identification number and an expiration date. Current is defined as not being expired for more than 6 months. The identification document must be a: Driver's license or state identification certificate issued by a state or territory of the United States United States or foreign passport United States military identification card North Atlantic Treaty Organization identification or identification issued under a Status of Forces Agreement United States Department of Homeland Security ID United States Citizenship and Immigration Services ID United States Department of State identification document

8 Re-posting of ID Rules for Title and Initial Registration 2. If the motor vehicle is titled in: More than one name, then identification of one owner must be presented. The name of a leasing company, the identification of the lessee or lessor's employee, along with a business card or authorization written on the lessor's letterhead matching the identification of the employee must be presented. The name of a trust, then the identification of a trustee must be presented. The name of a business, government entity, or organization, then a business card or authorization written on letterhead must be presented matching the identification of the applicant.

9 Re-posting of ID Rules for Title and Initial Registration 3. If a power of attorney is being used to apply for a title, then the applicant must show: Identification matching the person or employee of the entity named as power of attorney A business card or authorization written on the letterhead of an entity named as power of attorney that matches the identification of the employee Identification of the owner or lienholder Certified Copy of a Certificate of Title (CCO) and DPPA ID Rules were approved by the TxDMV Board at the April 12 th board meeting.

10 Re-posting of ID Rules for Title and Initial Registration 4. Licensed dealers will be required to verify ID. However, the ID will not be required to be submitted to the county. The ID will be required to be kept in the dealer jacket.

11 WebSubcontractor (WebSub) Implementation Regional managers have been trained on WebSub and are ready to train their counties. Over 50 counties have been trained on WebSub. TxDMV continues to work with large subcontractors like HEB, Tom Thumb, and Randall's to prepare their stores for implementation. The volume of renewals in WebSub continues to increase since March 31 st. Remittance Machine Integration into WebSub TxDMV is working to integrate the remittance machine scanning process with the WebSub registration renewal process. Implementation date to be determined.

12 WebDealer Development Approved by Governance Board on 5/23/2012 Will be built using WebAgent platform Will use a similar process as Model Office, but will be called “Model Dealer” Will allow real time transmittal for title application data by participating dealers Will allow purchase of specialty license plates at dealer Currently gathering information for development of Business Requirements Document, coordinating with Business & IT, and scheduling visits with Dealers & Counties It is estimated that development and implementation will take approximately 18 months.

13 Electronic Title Initiative 1.WebDealer is first step to moving to a true electronic title process. 2.National Motor Vehicle Title Information System (NMVTIS) is the next step.  Currently working on project proposal  This is a federal mandate (Department of Justice) that all states must participate in. 3.RTS Re-factoring proposal will develop "customer centric" database.  This initiative will modernize RTS.

14 TAC Special Advisory Committee on Standards HB 2357 The TxDMV Board officially established the committee on April 12, 2012. Committee Members Committee started work with a list of 20 items for consideration, which later expanded to 30 items. Committee has met 4 times via conference call. Committee to date has completed 13 items with RTBs or VTR directives being issued. Committee currently has 5 pending items. Committee currently has 2 standards under development. Committee determined 4 items would need to be addressed legislatively. Committee deferred 6 items.

15 In conjunction with the TAC Standards Committee work, staff is working to formalize processes and policies for managing equipment supplied to the Counties. Proper planning and process management will help ensure TxDMV is able to support our county business partners to the fullest extent of available resources. Policy will address: Equipment allocation and support Supplies – toner, etc. Lease process Review of lease costs Consistent processes Manage expectations Update forms/instructions Relocating equipment Equipment failure and replacement Work in progress… Equipment Guidelines

16 Regional Service Centers Update Equipment replacement at the Regional Service Centers will be starting soon. Site Surveys have begun. Circuit identification mapping is under way. We anticipate installation will begin within the next 90 days. Phone systems are being upgraded. VoIP systems will be installed.

18 Operating System Transformation RTS 7.0.0 Release New RTS workstations run Windows XP Operating System. Release will transform RTS workstations to Windows 7 Operating System. Transformation will help prepare for future enhancements to RTS. Goal of this transformation, to keep user experience consistent.  No functional changes  Screens easier to read  Allows easy access to shortcuts (icons) located on desktop Transformation will be deployed to County workstations by Region. Transformation will deploy remotely. Deployment schedule to begin late summer – early fall, 2012. Regional Managers will be coordinating communication of deployment information and schedule.
