Finally, some wanted a group of electors from each state that would look beyond state interests. but others were afraid that people would only vote for candidates from their state. 13 The executive would be elected by a special body called the “Electoral College.” Delegates to the Electoral College (the same number as members of Congress) would be chosen by the states and would vote.
