The Tees Valley Combined Authority The 5 Councils and the Local Enterprise Partnership coming together as a new statutory body We undertook a “Governance Review” – to determine the best model to accelerate economic growth in the Tees Valley The review concluded that a CA for the Tees Valley would: –Provide greater certainty for business to attract more inward investment –Speed up decision-making –Improve economic growth, transport, infrastructure and skills –Provide a stronger role in marketing and promoting the Tees Valley as a place to do business –Provide greater transparency and accountability, and –Get us ready for devolution

5. The Tees Valley Combined Authority 5 Leaders / Mayor plus LEP chair Commences 1 April 2016 Powers come from the Local Authorities and decisions are taken by the Combined Authority across the five LAs

6. Our devolution deal Bespoke deal fit for the Tees Valley Delegation down from Central Government Focuses entirely on Economic Development and Growth It brings with it £450m of extra funding over 30 years – that is £15m a year

The deal includes : A Tees Valley investment fund More power to direct spending of European money Changes to Business Rates A Development Corporation to deliver housing and employment opportunities Transport projects Support for business and industry More say over skills and helping people getting into work Support for cultural projects to drive economic growth Commitment to support economic growth post SSI and other economic shocks

Governance and the Mayor NO Mayor – NO deal Election May 2017 The Mayor will be the Chair and a Member of the Tees Valley Combined Authority, working within the constitution of the Combined Authority Working as a Team Ongoing important private sector role through the Local Enterprise Partnership Required to be scrutinised and held to account by a new Scrutiny Panel to be established
