3  Rhode Island did not send delegate  Washington chosen as presiding officer of convention  Franklin elderly, provided humor smoothed debates  Jefferson unable to attend, was minister to France

4 Virginia Plan  Main author – James Madison  Edmund Randolph, gov. of VA and presented it  Plan benefited large states  Bicameral legislation (two houses or chambers)  Promoted a national executive chosen by Congress  Promoted a national judiciary chosen by Congress  Proposed nat’l gov’t make own laws, raise own money through taxes  NJ PLAN – proposed by Willliam Paterson

5 Connecticut Compromise  Also known as Great Compromise  Proposed by Roger Sherman  Representation in House (lower chamber) based on population  Representation in Senate (upper chamber) was equal  Slaves counted as three-fifths of a person to keep southern support  Became known as “Three-fifths Compromise”

6 Limited Gov’t  U.S. Constitution provides for separation of powers  Delegates created system of checks and balances in Constitution  Amending Constitution very difficult  Meant to prevent from being changed constantly
