Regional distribution More Background Conference of Parties serving as a Meeting of Parties to the Kyoto Protocol (CMP) regularly requests the Executive Board of the project mechanisms to take action, including: - Loan scheme - Training - CDM Bazaar - Top-down development of methodologies Issue important at CMP 7 in December 2011 – but not yet solved
CDM Designated National Authorities (DNA) Secretariat requested to enhance support to Designated National Authorities and Designated National Forum by: (a) Providing training opportunities for CDM stakeholders on a continuous basis on the different elements of CDM project cycle (b) Facilitating information exchange and awareness-raising at the regional and sub regional levels (c) Developing and making publicly available studies on the potential of the CDM in the countries [with fewer than 10 registered projects], working in close cooperation with local authorities (d)Organizing sub regional meetings of the DNA Forum CMP decisions on regional distribution
LOAN MECHANISM CREATION CMP 5 (Dec 2009) requested the Executive Board (EB) to provide loans to support countries with fewer than10 registered CDM project activities The loans to cover costs of the development of project design documents validation and the first verification for these project activities. Previously registration and issuance fees were waved for countries with fewer than 10 projects Modalities and procedures for operationalizing loan scheme outlining allocation, disbursement, accounting, and repayment considered at EB 56 Meeting (Sept 2010) CMP 6 in Cancun (Dec 2010) endorsed modalities and guidelines for this scheme CMP decisions on regional distribution
