Context and Drivers Local Carbon Frameworks/Budgets Green Deal Feed in Tariffs Whole house retrofitting Partnerships

Local Carbon Budgets Supporting the nine local carbon framework / budget pilots Beyond National indicators to locally derived estimates of carbon saving potential backed up by implementation and funding plans Local emissions inventory based on real energy consumption Low Carbon masterplanning / energy opportunity analysis Quantification of carbon that can be saved and identification of best areas to approach Agreement of carbon reduction targets with Government Delivery and funding programme Setting up of delivery partnerships and Delivery

The “Green Deal” Partnerships between government (central and local) and the private sector to offer householders packages of retrofit measures and the associated finance Role for local authorities – ensuring schemes operate efficiently, transparently, fairly and with local people Consumers will need: INFORMATION: Somewhere to go for impartial information about the benefits of taking action, to find out what deals are available and which is the best one for their home and lifestyle ASSURANCE: A recognisable kite mark across products, services, installers and finance to guarantee that they can be trusted CONFIDENCE: Trusted technologies which have been tested in real people’s homes to ensure they are properly understood and perform as claimed

Local Authority Financing of Renewables Phase 1 Review LA barriers Financial Sector review Phase 2Phase 3Phase 4-6 SW Sunroofs collaboration Pilot Roll out EST has been considering how the take up of PV by private householders might be funded given the changing economics from the proposed feed-in tariffs Local authorities with whom the EST has a close enabling relationship, and being trusted by householders, are seen as a potential sources of funds However, it was also considered that access might be required to private sector finance FIT announcement

6 Support for Area Based schemes Identify local needs Establish partnerships Develop a local strategy for delivery Business planning Customer engagement Delivery Provide insight and support at each stage of process Guidance and tools Dedicated support team

Summary and Conclusions The policy context continues to change – planning, housing, climate change, local authority financing and performance regime New opportunities for partnerships are emerging – including with the private sector and civic society Solutions to climate change issues will be increasingly localised, tailored and diverse
