Results Matrix (LFM) and Results-Based Budget (RBB) Mariangela Bagnardi

Results Matrix Format (the template to be used is in FPMIS)

Tips for development of the project results chain  IMPACT - longer term positive changes that the project aims to contribute to (ideally to correspond to a CPF and/or UNDAF priority)  OUTCOME – Expected short and medium-term positive effects for the project. The outcome is not entirely deliverable (= not fully within the project manager’s control, as it will depend on stakeholders’ actions and assumptions )  OUTPUTS – describe what the project will deliver in order to achieve outcome. They are the deliverables in control of project manager!  ACTIVITY – actions to be undertaken to achieve each output. TO NOTE: in an RBM environment carrying out or completing an activity does not constitute a development result!!

SMART RESULTS Specific in terms of the nature and scope of achievements and changes sought, the target groups and geographical area etc. (should also reflect only one and not multiple results in one single statement) Measurable: measurable quantitatively and/or qualitatively; data will be available when needed within the time period Achievable and time-bound in project period with the resources available Relevant to national priorities and FAO’s mandate; substantial, necessary and sufficient

Harmonized Approach to Cash Transfers (HACT) Mr Bontje (RAP Hact Focal Point)

HACT 1.Background 2.Role of the Regional Office 3.Guidance note for Pilot Offices 4.Exchange of HACT experience: Indonesia Philippines Viet Nam Cambodia

Overview of CP cycle (CPF and projects)

CPF results matrix CPF resultsIndicators, Targets, and baselines Means of verifications Assumptions Priority area Outcome Outputs Organizational results UNDAF outcome

A practical case – CPF Pakistan

CPF results matrix  CPF Results Hierarchy – definitions 1 CPF resultDefinitionRemarks: IMPACT (Contribute) Contribution that FAO is expected to make towards national priorities – long terms development changes Derived from Gvt priorities/objectives OUTCOME 3-5 outcomes (Attribute) Measurable uptake and use (application) of FAOs outputs (products and services) within the CPF time frame. What changes do we see in individuals and organizations applying FAOs outputs…learning Challenge: Find indicator to measure change and contribute to higher level indicators and is consistent with output/project indicators OUTPUTS (Deliver) Significant and measurable result/ Related to FAOs activities in the country Could also be stated as “type of intervention”

1 Apply flexibly, ONE size may not fit all situations!!! Linkages between Project and CPF results chain

Group exercise – Instructions Task 1: Group work (20’) Discuss as a group how projects fit into the CPF cycle. Use the flipcharts to take note of your answers. Task 2: Reporting and discussion (20’) when you are ready, one person should come up from each group and report in plenary.
