European Reassurance Initiative Fiscal Year 2017: Deep Dive President’s FY17 Budget Request for European Reassurance Initiative February 19, 2016 Producer: Ben Booker Editor: Katharine Conlon Director: Afzal Bari

The President’s FY17 Request for the European Reassurance Initiative (ERI) is Much Larger Than FY16 February 19, 2016 | Ben Booker Source: Office of the Undersecretary of Defense (Comptroller), European Reassurance Initiative: Department of Defense Fiscal Year (FY17) 2017, February 2016; Tara Copp, “DOD Requesting.3,000-5,000 More Troops in FY 17 Budget,” Stars and Stripes, February 9, EUROPEAN REASSURANCE INITIATIVEPRESENTATION CENTER Funding for ERI in Millions of Dollars Why ERI FY17 Request is Larger Than Previous Years Department of Defense (DOD) is starting to focus more attention on “conventional” threats from state actors like Russia and not just prioritizing countering violent extremist organizations (VEOs) like Al-Qaeda or ISIL The Obama Administration is concerned over Russian aggression, especially with its recent intervention in Syria Increased U.S. forward presence might spur discussion about sharing costs of European defense in NATO. Conversely, increased U.S. spending may be a symptom of European allies’ reluctance to spend more on defense to counter Russian aggression 1

The Army Would Receive the Bulk of the Spending to Support Increased Troop Levels in Europe February 19, 2016 | Ben Booker Source: Office of the Undersecretary of Defense (Comptroller), European Reassurance Initiative: Department of Defense Fiscal Year (FY17) 2017, February 2016; Tara Copp, “DOD Requesting.3,000-5,000 More Troops in FY 17 Budget,” Stars and Stripes, February 9, EUROPEAN REASSURANCE INITIATIVEPRESENTATION CENTER ■ Army ■ Air Force ■ Defense-Wide ■ Navy Funding for Services in Millions of Dollars* *Note: All service funding under $100 million is not labeled, but is included in the total amount 4
