FY 2017 PRESIDENT’S BUDGET REQUEST Discretionary Budget Authority Billions of Dollars President Obama’s proposal includes $1 billion to expand access to treatment for opioid abuse. The budget lays out reforms to Medicare, Medicaid and other health programs intending to save around $375 billion over the next decade. The budget would fund $82 billion over ten years in additional mandatory funds for child care, in an effort to increase the number of children served to over 2.6 million. Head Start would receive $9.6 billion, a $434 million increase, to increase the number of children attending and duration of programs. Health centers would receive $5.1 billion. The budget provides $2 billion for the new Emergency Aid and Service Connection initiative to test and scale innovative State and local approaches to aid families facing financial crisis. Reduce funding for Low Income Home Energy Assistance Program (LIHEAP) by $390 million or 11 percent. FY 2017 PRESIDENT’S BUDGET REQUEST Discretionary Budget Authority Billions of Dollars The request would provide $38 billion in rental housing assistance to support 4.5 million low-income families through the Housing Choice Voucher, Project-Based Rental Assistance and Public Housing Programs. The request aims to end family and chronic homelessness by investing $11 billion in mandatory spending and $2.8 billion in discretionary spending for targeted homeless assistance. To ensure that Public Housing Authorities (PHA) have sufficient resources to promote economic mobility, the request increases PHA administrative fees to $2.1 billion, with $15 million being invested for a Mobility Counseling Demonstration. To help public housing residents secure employment, the budget would provide $110 million for job training, child care and other supportive services. The request also provides new opportunities to use funds such as the Upward Mobility Project: which allows up to ten communities, States or consortia of States and communities to combine funds from four existing block programs to test and validate new approaches to provide opportunities to residents. FY 2017 PRESIDENT’S BUDGET REQUEST Discretionary Budget Authority Billions of Dollars The request would provide funding for the core DOL grants outlined in the recently passed Workforce Innovation and Opportunity Act at their full authorized level – a $138 million increase over 2016 enacted. The request would build on grants for apprenticeships, adding a $2 billion to the mandatory Apprenticeship Training Fund. Job training programs would be funded at a level of $3 billion which includes partnerships with community and technical colleges. With 6 million young Americans out of school and work, the budget requests $5.5 billion towards summer job opportunities, year-round first jobs, and paid learning opportunities to ease entrance into the workforce. FY 2017 PRESIDENT’S BUDGET REQUEST Discretionary Budget Authority Billions of Dollars The Community Development Financial Institutions Fund would receive $246 million to promote economic development in low-income and underserved communities. Double the Earned Income Tax Credit (EITC) for childless workers and parents who don't live with their children, and would also lower the eligibility age for single workers to 21.
