04/03/2016 A proactive noise management: The EU at the service of national decision-makers ARC – 20 November 2015

| 2 EUROPEAN COMMISSION - ARC - BRUSSELS 20 November 2015 Noise = Societal problem, hence: STRONG CALL FOR POLITICAL EU ACTION. Noise: » Significant pressure to reduce the noise burden – 4M people affected >55dB(A) » Link noise & health demonstrated » Closure of Frankfurt at night. Take due account of interdependencies: » Environmental like emissions or local air quality » Capacity of the airport / aviation system

| 3 EUROPEAN COMMISSION - ARC - BRUSSELS 20 November 2015 How is the EU contributing to active noise policies?. SUBSIDIARITY: » EU focuses on the framework and is not in charge of deciding in individual cases – and especially not retroactively! » Local decisions affect global businesses & EU network. SUPPORT : » European support for local authorities to take evidence based and most cost-effective decisions in view of particular characteristics of airport/airline

| 4 EUROPEAN COMMISSION - ARC - BRUSSELS 20 November 2015 ICAO Balanced Approach in the EU. Limit noise at source: use quieter aircraft » Through ICAO noise standards – chapters (14) » Directives 2006/93/EC + EU/598/ Clean Sky. Land use: keep distance from airport area » Avoid residential building in airport areas » Insulation and compensation programmes. Optimize aircraft trajectories & procedures » Implementation of the European ATM Master Plan containing for example the implementation of high precision, low thrust, curved approaches avoiding noise sensitive areas (SESAR). Operating restrictions » Implemented through European Regulation 2014/598/EU

| 5 EUROPEAN COMMISSION - ARC - BRUSSELS 20 November 2015 Operating restrictions: EU pushes for cost- effective measures – EU/598/2014. Regulation instead of Directive:. Identification of main actors 1)E.g. who is 'competent authority 2)E.g. who is entitled to be consulted. Precise obligations/rights for identified actors 1)E.g. tasks of 'competent authority 2)E.g. who is entitled to be consulted on what and when exactly

| 6 EUROPEAN COMMISSION - ARC - BRUSSELS 20 November 2015 Operating restrictions: EU pushes for cost- effective measures – EU/598/2014. Harmonize process – not solutions, which remain airport tailored 1)Set noise abatement objectives 2)Identify the possible mitigating measures 3)Assess cost-effectiveness 4)Select the measures 5)Consult the stakeholders 6)Adopt the measures & notify 7)Implement the measures 8)Provide for dispute resolution

| 7 EUROPEAN COMMISSION - ARC - BRUSSELS 20 November 2015 Operating restrictions: EU pushes for cost- effective measures – EU/598/2014. Link to Balanced Approach: do not apply operations restrictions as a first resort. Use of common noise measurement method and data – support to authorities if required 1)Common database for noise information 2)EASA to verify noise modelling data. Technical group of airport/airline/air navigation service provider/community

| 8 EUROPEAN COMMISSION - ARC - BRUSSELS 20 November 2015 CONCLUSIONS: The EU at the service of the citizens 1. Airports will not move – we have to reconcile quality of life with freedom to fly 2. EU focuses on POLICY FRAME – not concrete decisions for a particular airport 3. EU framework enables local authorities to pursue evidence based policies with focus on particular needs

| 9 EUROPEAN COMMISSION - ARC - BRUSSELS 20 November 2015 CONCLUSIONS: The EU at the service of the citizens 4.Keep overview of range measures / policy levels / time horizon 5. Need to build synergies between measures – which are interdependent – good mix of technological / operational / incentives measures
