IAEA 4BQuestions/Difficulties 1. Lack of local expertise (capability & numbers of people) for NEPIO (Phase 1) Identify available local expertise Build over time Bring in external expertise: Would be helpful to have “list of experts” available (facilitated by IAEA) Few permanent / remainder part-time initially Manage NEPIO as a project

IAEA Questions/Difficulties 2. Leadership of NEPIO at government level, and establishing clear authority to act Strong support is critically important Steering committee for high level (political & technical) direction and obtaining support, and Operational NEPIO management

IAEA Questions/Difficulties 3. Decision on which Technology to adopt is very significant Related to many issues: industrial capability, grid capacity, localization, etc. May have to be considered (to some degree) in Phase 1 Is this a decision for NEPIO or Owner/Operator? Decision impacts on which standards are adopted

IAEA Questions/Difficulties 4. Managing the transition from the NEPIO to the independent Nuclear Regulator and Owner/Operator NEPIO needs to continue throughout The responsibilities will change but must be clear at all times At some points the NEPIO will propose to the Government the creation of organizations (Independent Regulatory Body, Owner/Operator, possibly a Research Institution, HR Development Institutions)

IAEA Questions/Difficulties 5. Public Involvement: how to build an effective communications plan Decision whether to adopt nuclear power needs to be very well thought out: National Issue Is IAEA guidance be made available on communications strategies and mechanisms?
