Resourcing Growth 1 Renewal & Reform Update

Resourcing Growth 2 Renewal and Reform is a multi-faceted response to a commonly held need and a set of diocesan ambitions and strategies.

Resourcing Growth 3 Church attendance 18 people in every 1,000 regularly attend a Church of England church An 81 year old is 8 times more likely to be a church attendee than a 21 year old In 30 years’ time the 18 per 1,000 will be under 10 per 1,000 unless something fundamental changes Projections suggest that there will not be attendance growth for the next 30 years.

Resourcing Growth 4 A series of workstreams Resourcing the Future Resourcing Ministerial Education Lay Leadership Growing Vocations Senior Leadership Development Optimising the role of the NCIs Simplification Developing Discipleship Evangelism

Resourcing Growth 5 Resourcing the Future – 2 funding streams Support for mission in the lowest income communities 50% Strategic Development Funding for new growth opportunities 50% Peer Review

Resourcing Growth 6 Support for mission in the lowest income communities New allocation method focused on income and population Significant changes for individual dioceses Transitional funding – 10 year tapered funding – One-off initial sum

Resourcing Growth 7 Strategic Development Funding Investing in new growth opportunities Available to all dioceses

Resourcing Growth 8 How to measure success?

Resourcing Growth 9 Renewal and Reform seeks to bring a message of hope through changed lives and transformed communities as people of faith and people finding faith discover their vocation to love God and serve others. This loving service will find voice and expression in a myriad of ways but will be underpinned by justice, mercy and a humble walk with God.

Resourcing Growth 10 Resourcing Ministerial Education

Resourcing Growth 11 A Growing Church with a Flourishing Ministry Five objectives for ministry (GS1979): Collaborative leadership in mission, adaptable in rapidly changing context A cohort of candidates: younger, more diverse, wider range of gifts Increase of at least 50% in ordinations sustained annually from 2020 Rapid development of lay ministries Continued commitment to serving the whole Church geographically and in church tradition.

Resourcing Growth 12 Resourcing Ministerial Education… …has grown in four directions Developing Discipleship Growing Vocations Lay Leadership and Lay Ministry RME Funding Arrangements

Resourcing Growth 13 Creating and sustaining value in ministerial education, development and deployment Discipleship Vocational Development Discernment and Selection Deployment Initial Ministerial Education Ministry Development

Resourcing Growth 14 Growing Vocations Developing a stronger culture of vocation for all Christians Resourcing the Future called for increase in a range of vocations, lay and ordained In particular a clear need expressed by dioceses in for an increase in ordinands as a first step

Resourcing Growth 15 Ordained Vocation: What’s our approach? Praying for vocations Increasing confidence Nurturing a sense of vocation

Resourcing Growth 16 What next? Identifying and celebrating good practice in parishes and dioceses for wider sharing Addressing under-representation and working to create access Scaling up the Church of England Ministry Experience Scheme so that all dioceses participate Cooperating with the Lay Ministry Working Group on vocations to lay ministries

Resourcing Growth 17 RME Funding Proposals

Resourcing Growth 18 From the 12 Proposals to a Simpler System …after extensive consultation and financial modelling Simpler System: block grant for dioceses to fund candidates Fairness to dioceses candidates and TEIs Partnership between dioceses and TEIs Flexibility, control and intelligent decisions about candidates’ training pathways

Resourcing Growth 19 Current System not Fit for Purpose x Lack of transparency x Limited accountability x Inflexible x Unable to respond to change x No basis for growth 19 We cannot retain the status quo

Resourcing Growth 20 What next? Work with Dioceses and TEIs on: Finalising age bands Rules for use of IME funding Developing financial and educational infrastructure Managing transitional issues Mixed mode and family maintenance reviews Progress reviewed by Archbishops’ Council

Resourcing Growth 21 Lay Leadership Jonathan Kerry, Diocesan Secretary, Diocese of Leicester Member of the Lay Leadership Task Group

Resourcing Growth 22 Releasing Lay Christian Leaders in Church & Society Task Group First meeting Wider Reference Group (35) Extensive Consultation Report to Archbishops’ Council Implementation & Review 11 Feb 2016To be established March – May 2016 September onwards
