Advancing Government through Collaboration, Education and Action The Challenge and the Opportunity Throughout its history ACT-IAC has addressed key IT issues facing the government through its Shared Interest Groups and other traditional forums. Over the past two years the issues on which the government is seeking ACT-IAC advice have become more critical and strategic (e.g., VistA, Financial Management Systems). In responding to these requests, it became clear to ACT-IAC that projects were required that went beyond the scope of the traditional SIG structure and required special governance and attention. Anticipating that there will be opportunities to undertake such projects in the future, ACT-IAC is creating the ACT-IAC Institute for Innovation to provide a consistent approach and structure for selecting, governing and managing all such projects. 2

Advancing Government through Collaboration, Education and Action ACT-IAC Institute for Innovation Provides an objective and non-partisan forum for strategic thought leadership to advance government missions through the innovative application and management of information technology. Mission Focuses on projects of strategic value to government that require special governance and attention beyond the scope of the Shared Interest Group structure. Scope 3 For Government… Get high-quality strategic advice that reflects industry consensus via ACT-IAC’s unique ethical, vendor- neutral, collaborative environment For Industry… Engage with senior government leaders to inform strategic policies and programs to capitalize on the latest in technology innovation

Advancing Government through Collaboration, Education and Action Institute Project Selection Criteria and Operating Principles Goal: 3-5 Institute projects annually Projects may be suggested by the government or the Institute Criteria for evaluating and selecting projects: –High strategic impact on government and industry –Mature project governance required due to political sensitivity and seniority of audience –Multiple government business functions and/or organizations affected –Differentiating component of government and industry collaboration involved –Scale –Gravitas –Timeliness –Level of effort requires burst of expertise not readily available via other ACT-IAC channels –Ability to provide a unique perspective and the appropriate level of expertise –Availability of resources to support a project 4

Advancing Government through Collaboration, Education and Action Engaging Government in Partnership with the Shared Interest Groups Current SIG process for engaging Government Advisory Panels (GAPs) continues Institute clarifies additional channel for government project requests that require special governance beyond the scope of traditional SIG structure Institute process includes proactively identifying at least one team participant as a SIG liaison –Ensure collaboration between Institute project & SIGs –Manage transition of follow on activities related to Institute projects to the appropriate SIG(s) or a cross-SIG working group 5
