US EPA Voluntary School Siting Guidelines Required by Energy Independence and Security Act, December 2007 Help identify environmental health issues and in school site selection Developed in consultation with various agencies and environmental groups Nationwide Task Group

US EPA Voluntary School Siting Guidelines Promote public participation throughout the review and selection process of school sites; Incorporate principles of sustainable communities; Promote smart growth concepts; Include a hazardous materials review process similar to the DTSC process; Provides additional reference information on a variety of issues.

US EPA Voluntary School Siting Guidelines Draft Guidelines are available and comments may be provided at: Comments on the draft will be accepted by USEPA until 4 pm EST on February 18, 2011 and may be submitted on-line

AB 56 Pipeline Legislation Assembly Member Jerry Hill Designates California Public Utilities Commission (CPUC) as responsible for pipeline safety program certification Requires pipeline owner/operators to: –Prepare a publicly available annual performance report to the CPUC –Develop and implement a public education program –Provide information to emergency responders

AB 56 Pipeline Legislation –Comply with minimum standards established by CPUC: installation of automatic/remote shutoff valves on all new or replaced facility installation of automatic/remote shutoff valves on all facilities within 10 miles of high-risk seismic faults or high consequence areas complete a prioritized modernization program to upgrade key facilities in heavily populated/critical areas

AB 56 Pipeline Legislation Prohibits a gas corporation from recovering in rates any uninsured expenses from catastrophic events that resulted from negligence CDE will monitor this Bill and any potential impacts to implementation of Title 5 school siting regulations and pipeline risk assessments

Qualified School Construction Bonds November 5 th applications $866,405,568 $2.2 billion Oversubscribed –CDE will be utilizing the priority ranking system as prescribed in Assembly Bill 2560 First priority is the date of postmark; Second priority is Division of State Architect approval of the project(s) listed in the application; and Third priority is the greater percentage of district enrollment that qualifies for free and reduced priced meals. The Department is in the process of reviewing all applications and anticipates awarding allocations by the end of the year or in the first weeks of 2011.
