Introduction Thoughts behind Country Focus Process Achievements APF Uganda to date

Farmer/Producer Organisations Farmer Entrepreneurship Financial Services MFI Private Sector Research & Learning Public Sector NGO’s, Service Providers Value Chains Sustainable Food Production Country Focus: Multi-Stakeholder Process

Country Focus: Vision 2015 Indications of Success: A vibrant locally owned platform Actively exchanging, learning and innovating; Coordinating and harmonising key farmer entrepreneurship areas; Joint action for more and better support to organised farmers. Operating Principles: Working from & within existing efforts Combining networks Core-business: no new funding Shared commitment and agreement

Achievements to date: Steps taken Inception / Programming Overview matrix Invited local stakeholders Synthesis paper Interactive agenda setting Multi-stakeholder workshop Identification – Formulation 5 Thematic Groups Support from APF members Developing roles, strategy and activities Linking to colleagues & other organisations Agri-ProFocus Uganda Implementing

Achievements to date: Constitution of Groups

Achievements to date: Support organisations involved APF members vs themes Finance: HIVOS (Triodos), Cordaid, Agriterra, SNV, Oikocredit Farming Systems / Services: KIT Market information: SNV, HIVOS, Cordaid, IICD Policy: Cordaid, Oxfam Novib Farmers organisations: all of the above incl. AELBI and Heifer Non-specific: PUM, ETC, PTC+, ICCO Contacts established LEAD (USAID), DANIDA NARO/NAADS, TRIAS, Broederlijk Delen, Prolinova, FFS Context DISP/CAADP MFS II

Emerging questions 1 Are relevant partners in the relevant groups? How do APF members contribute to groups? Who are missing?

Achievements to date: Group Priorities Market Information The MIS Group is to harmonize information, review content, improve on how to collect it, verify data and ensure that information reaches farmers country wide: The group intends to focus on maize and beans as food crops, coffee as a cash crop and dairy. Current Actions: inventory, overview paper, symposium, … Financial services Core priority is finding means of making the accessibility of finance to farmers easier. Relevant issues for this group to take up are (a.o.) Menu of financial services for farmers Strengthening business plan development among farmer groups Joint learning around risks and implementation Documenting experiences (using also examples from recent KIT/IIRR value chain finance book)

Achievements to date: Group Priorities Farming Services Focus of the group is on services; there is need for more coordination in service delivery and to eliminate duplication, ensure resource sharing and networking amongst APF members. Pilot VC is Rice Inventory of service gaps Seasonal workshops … Policy Engagement The policy group’s agenda is focused on specific issues coming from the other APF teams and on being the eyes and ears on general policy issues related to farmer entrepreneurship in Uganda. Stakeholder mapping Review of financial services to establish policy related gaps Networking with other APF groups in order to identify policy issues

Achievements to date: Group Priorities Farmers’organisations Develop an inventory of best practices that can be used to identify / map / support farmer organisations. Focus is to stimulate farming as a business among viable producer groups with the following priorities: Focus on coffee and livestock but also other sub-sectors. Designing learning process Collecting / documenting best practices and methodologies. Follow-up may be mapping of viable farmer groups, sensitization and support in legal registration process

Synthesis

Emerging questions 2 What do we think of the directions developed so far? Which issues are missing (e.g. food security)?

Coordination / Collaboration SNV to coordinate APF to coach and support WUR for learning process Local team leaders for 5 thematic groups Stakeholders to sign up and participate in groups APF members support groups. Communication on ‘Ning’

Exploring Coordination / Collaboration 1.What is working well in this set-up? 2.Which challenges do we encounter? 3.How can we harness / solve these?

Activity Plan and Next Steps WHATWHENWHO

Relevance Check: a practical vision! 1.Reflect on the relevance of the APF network Take 5 minutes with your neighbor and discuss if and why APF Uganda is (still) relevant? Note your expectations down on cards (be practical!) 2.We share the points, cluster and assess them Are our joint expectations coherent / realistic?
