What is cash transfer “Cash transfer programming in emergencies is one form of humanitarian response which can be used to address basic needs and/or protect, establish or re-establish livelihoods. ” IFRC and ICRC Guidelines for cash transfer programming

Why cash transfers Humanitarian reasons Empowerment and dignity Choice and flexibility Power transfer Links response to recovery Pragmatic reasons Cost efficient Multiplier effects Support to local trade linked to economic recovery Fewer costs for recipients

Conditions for CTP Functioning and inigrated markets Availability of products on a local, regional and/or national level and within a reasonable distance Traders who are willing and able to participate Geographical accessibility of shops/markets to recipients A functioning and reliable system through which payments can be made to traders (voucher programmes) and/or recipients Political acceptance Community awareness and agreement A reliable recipient identification system NOTE: Mention all these pre-conditions in your proposal.

Risks Anti-social use of cash Security risks for staff or beneficiaries Theft or looting Inflationary risks Prone to diversion by authorities, elites, warring parties Risk of gender bias

Mitigation measures/management plan When you have anti-social use in short term just use cash or commodity voucher modality You can use vouchers if there is security issue This risk is equally valid for in-kind distribution so location of the distribution, distance from villages and distribution in groups can be helpful. Monitoring of market on regular basis to have a balance between demand and supply Do necessary sensitization with all active stakeholders on needs and response with the principles of neutrality and impartiality

Cash transfer modalities in emergencies 1.Cash for work 2.Cash grants (conditional and unconditional) 3.Voucher (cash and commodity) -Some of the partners used cash for training modality but this has various challenges in emergencies -Remember cash transfer is a modality not project or outcome -Deciding a modality depends on your assessment and capacity

8 Cash for work Cash-for-work is the payment of cash wages in exchange for work that is done either on individual projects or on public works schemes. Objectives: To increase people’s purchasing power Create community or individual’s assets

9 Cash Grant Cash grants are a provision of money, conditionally or unconditionally, which target households or communities Objectives: To meet basic needs or to purchase livelihood assets. To repay debts, purchase non-food items (such as shelter) and stimulate the economy.

10 Voucher A voucher intervention aims to: facilitate access to a specified range of commodities or services. Two types of voucher: 1)A cash voucher can be exchanged for a range of commodities up to a specific value. 2)A commodity voucher can be exchanged for a fixed quantity of named commodities.

11 Value of the cash transfer Consider purpose of the programme and cost to fulfill that objective for example if it is food provision; -Consider the food basket (item used in the food basket) -Consider caloric requirement as per Sphere minimum standards -Consider local food habits -Consider cost of the food basket in local area where you are implementing that project -Associated transportation cost if any How you will transfer this mention risks, mitigation measure and accountability issue

12 Implementation Plan

Purpose The purpose of the implementation plan is to plan time frame for different activities (when to do) for better; 1.Planning 2.Monitoring 3.Management. Note: A good work plan has outcomes, activities, targets, responsibility and time frame.

-- While preparing keep in mind; -Link between different activities -Logical flow of the activities -Seasonality -Physical access -Security/Risks -Organizational capacity -Link wit other projects -Local festivals (ramazan and eid etc. Things to consider?

Example (Show FSAC work plan) Practical exercise: You are asked to organize two trainings in two different locations A and B for communities on better use of the food, water and sanitation to address malnutrition. So please prepare a work plan of one month with 4 weeks breakdown.
