Request for Information Overview The purpose of this RFI is to solicit input via capability statements from interested parties with the specialized capabilities necessary to perform the scope elements for the cleanup projects and Hanford Site infrastructure and services at the Richland Operations Office (RL). Seeking feedback from potential offerors and other interested parties regarding options for innovative approaches for the performance of the major scope elements as well as insight into potential contracting alternatives. This market research will assist DOE with identifying interested and capable sources and developing its acquisition strategy. Key market research goals include identifying and minimizing barriers to competition, evaluating small business capabilities, identifying risks, identifying potential requirements definition and contract alternatives, and identifying appropriate terms and conditions.

Capability Statements All interested parties are invited to submit a capability statement of no more than 20 pages and no smaller than 12 point font. Electronic file submissions must be no more than 20 megabytes. The government will review each capability statement based on the interested party’s demonstrated qualifications, capabilities, expertise, experience, and past performance in each of the areas of expertise.

Capability Statements continued Capability statements should include the following information as appropriate and applicable: Describe your ability and approach, including rationale, to meeting all or a portion of the specific scope elements. DOE is interested in cutting-edge thinking, inventiveness, and other ways for DOE to be more effective in accomplishing work. Provide approaches for the division or aggregation of scope elements, including rationale, as well as insight into contracting alternatives (number of procurement(s), types of contract(s) including architect-engineer services, periods of performance, set-aside possibilities, incentives, etc.) to achieve the EM goals for the environmental cleanup projects and Hanford Site infrastructure and services at RL.

Capability Statements continued Discuss how you would mitigate the impacts of possible variability of funding. Discuss your views and rationale for structuring work scope, your recommended corresponding contracts, and any contract incentives to maximize safe and efficient work performance over a possible range of funding. Identify all challenges and risks (technical, regulatory, schedule, financial, funding availability, and any others) in performing the scope elements. Identify how your organization would mitigate any risks (including recommendations for DOE) such that there is reasonable assurance of successful performance. Also identify, including rationale, how a specific division and/or aggregation of scope element(s) or potential contracting alternatives could be utilized to mitigate such risks. Describe any concerns that would prevent your company from proposing on the potential procurements.

Capability Statements continued Identify potential areas, including rationale, within any element of scope that may be appropriate for a fixed price or indefinite delivery/indefinite quantity (ID/IQ) contract structure along with any associated pricing challenges and risks. Provide specific feedback for type of information required from DOE to support development of a fixed price or ID/IQ proposal for any element of scope. Discuss your experience in implementation of environmental, safety and health plans related to your (and any teaming partners) work on industrial and/or nuclear facilities. This discussion should address your approach to complying with federal and state laws, regulations, and directives, (i.e., 29 CFR 1910 Occupational Safety and Health, 10 CFR 830 and 10 CFR 835 related to Nuclear Safety, Quality, and Occupational Radiological Protection; 10 CFR 851 Worker Safety and Health; etc.). Discuss how you have implemented a safety culture within your organization.

Capability Statements continued The contractor may be required to participate in the multi-employer pension and welfare benefits plans for the existing workforce covered by such plans while performing the requirements of any resultant procurement supporting the EM goals for the environmental cleanup projects and Hanford Site infrastructure and services at RL. Discuss your experience (or that of any teaming partners) in sponsoring employer pension and benefit plans at DOE sites. This work will be conducted throughout multiple areas and facilities within the Hanford Site and will require interface with other contractors on the site. Discuss your experience regarding such interfaces. Provide examples of previous experience and describe your company or teaming arrangement’s experience in managing and integrating all of the work similar to specific elements of scope included in your capability statement under a single contract. Also describe your experience in managing and integrating the work of subcontractors who would perform specialty functions or subcontractor employees working within the site’s organizational matrix.

Capability Statements continued Describe your experience in a complex regulatory environment with respect to problem-solving, working with various stakeholders, tribal governments, citizens advisory boards, and regulatory agencies at the state and federal level to collaboratively address problems and challenges. Summary of experience and performance record (past five years). Identify all DOE, other government, or other commercial experience relevant to this RFI (include contract number, date, scope, duration, client, and contracting agency contact).
