PRESENTATION BY ANTHONY AMUZU DIRECTOR OF SURVEY ORGANIZATION AND CENSUSES NEW YORK OCTOBER 2014 UNSD Country Directors’ Meeting: Ghana’s challenges and opportunities in the preparation of Metadata Handbook on National Development Indicators

Project Background Ghana became part of the UNSD Project for the development of a Metadata Handbook on National Development Indicators in January 2013 This followed the signing of a Memorandum of Understanding between the Ghana Statistical Service and the UNSD

Identification of indicators Process of compiling indicators for preparation of the Metadata Handbook  MDGs  National Development Plan  Country documents on National Development Indicators (South Africa, Uganda, etc.)  World Bank and UNECA

Identification of institutions Institutions compiling the different indicators were identified and invited to a workshop in February 2013 Ministries of Health, Education, Food and Agriculture, National Development Planning Commission and the Bank of Ghana

Identification of institutions (2) Purpose was to find out which of the indicators the institutions were capable of compiling on a regular basis Adopt the indicators agreed on Prepare a draft Metadata Handbook was prepared at the end of the Workshop

Challenges Some of the institutions nominated personnel who did not have enough information on how the indicators were compiled Within the National Statistical Office, staff were rotated due to the 2010 Population and Housing Census Staff involved in the compilation of the Handbook were also involved in survey activities (MICS 2011, GLSS6 2012/2013, District Census Report Writing)

Challenges (2) There were no definite plans for data collection by some institutions (data collected on ad-hoc basis) Lack of documentation of data collection methods Use of different concepts and definitions

Opportunities Demand for indicators for the preparation of National Development Plan (Ghana Shared Growth and Development Agenda) Demand for indicators for the preparation of Annual Progress Report (APR)

Opportunities (2) High demand for data from international organizations and agencies

The way forward A workshop is planned from 20 th September 2014 for the finalization of the Metadata Handbook Strengthen capacity for updating the GhanaInfo Database (indicators database)
