MICE Funding Update (U.S.) Michael S. Zisman Deputy Spokesmouse Center for Beam Physics Lawrence Berkeley National Laboratory CMPB Meeting August 1, 2007

US Funding Status-Zisman2 DOE Funding (1) Base funding for NFMCC in FY07 was $3.6M —“flat-flat” for the last several years Had another positive MUTAC review —“For the last three years it has been the opinion of this committee that funding levels substantially above the FY05–07 levels could be used effectively to advance the goals of NFMCC. The committee recommends that the funding agencies make every effort to provide ~$1M to fund the coupling coil as soon as possible. In addition, the agencies should increase the annual funding to the NFMCC. The scale of the needed incremental resources is at least $500K per year.” Renewed interest at Fermilab in Muon Collider has raised DOE consciousness of muon R&D effort —expect NFMCC to benefit from this

August 1, 2007US Funding Status-Zisman3 DOE Funding (2) NFMCC obtained substantial supplemental funds this month —BNL: $50K —ANL: $10K —LBNL: $15K + $630K EQU for MICE o this is on top of $300K last year for MICE o roughly a 20% increment for FY07 (best we’ve ever done!) Supplemental funds are “one time” and do not imply a commitment for future funds DOE has stated verbally that they are trying to honor the MUTAC request for an increased level of support —among other things, the BNL staff is in danger of attrition if they do not get at least “cost-of-living” relief

August 1, 2007US Funding Status-Zisman4 NSF Funding Gail Hanson’s proposal awarded $399K this year —$139K per year for 3 years —this will pay for a post-doc to participate in MICE (“exploitation phase”) We are expecting some funding for MuCool/MICE from this year’s MRI proposal (U-Mississippi) —asked for $798K o probably will not get all of this, but even a portion will help –should know amount soon

August 1, 2007US Funding Status-Zisman5 State Funding As a consequence of obtaining NSF funding, Hanson is contributing $400K of her UC-Riverside startup funds to MICE We are in the process of using these funds now to speed up MICE fabrication —$100K committed to purchase of small power supplies for spectrometer solenoid —$300K will shortly be committed to purchase of superconductor for the MICE coupling coils o bids have been received and contract will be placed within next few weeks

August 1, 2007US Funding Status-Zisman6 Spectrometer Solenoid First magnet complete, including external support banding —quench protection circuitry being installed now o then cover plates will be welded on —cold-mass supports complete —most of vacuum vessel and thermal shield parts in hand Second magnet is being wound now —center coil (most time-consuming job) being done first

August 1, 2007US Funding Status-Zisman7 Harbin Collaboration (1) Overarching MOU has been signed by both institutions

August 1, 2007US Funding Status-Zisman8 Harbin Collaboration (2) MOU Addendum being developed —must include Procurement Subcontract to transfer funds and components Issues: Import/export (permission and duties) Technology transfer Ownership

August 1, 2007US Funding Status-Zisman9 Summary Appeals for increased funds to (more or less) maintain the MICE “aspirational” schedule have borne fruit —got $630K from DOE —got $399K from NSF —got $400K from UC-Riverside (courtesy of NSF!) —expecting some fraction of $798K MRI from NSF Equipment funds being used to —complete spectrometer solenoid fabrication —purchase superconductor for coupling coils (MuCool and MICE) —provide funds for other coupling coil expenses —begin final engineering and fabrication of RF cavities for RFCC module These items, when complete, will satisfy the remaining US obligations for MICE —so far, so good

August 1, 2007US Funding Status-Zisman10 Outstanding Issues DOE is still showing some resistance to paying common fund —matter is under discussion, and I believe will end up okay o but, not settled yet —documentation on what the UK pays at Fermilab, SLAC, and CERN will be very helpful —decision may well require a Funding Agency Committee discussion Expect that some travel support will be needed by Harbin staff to attend collaboration meetings —contribution to common fund will be another place where help is needed

August 1, 2007US Funding Status-Zisman11 Kudos Success reported here benefited greatly by help from —Alain Blondel (MUTAC) —Gail Hanson (UC-Riverside and NSF) —Dan Kaplan (NSF) —Yoshi Kuno (MUTAC) —Ken Long (MUTAC) —Don Summers (NSF) —John Womersley (DOE) Visible signs of support and enthusiasm are very effective with funding agencies Thanks to ALL!
