Verónica García Malo UNFCCC secretariat SDM / PEA Module 3.2 Alignment of CDM and JI accreditation processes 1st SDM Joint Coordination Workshop Bonn, Germany 24 March, 2012

Background “MEASURES TO STREAMLINE AND FURTHER IMPROVE JI ACCREDITATION PROCESS AND FUNCTIONNING ” JISC Approved Option 2: Aligning the steps of JI accreditation procedure with the steps of CDM accreditation procedure (Desk review, on-site assessment, Performance assessments…)

Background Particular focus on JI specific areas in performing determinations and verifications and changes that have occurred since the last on-site assessment CDM assessment report can be used by AIE to show compliance to common requirements Focus on Impartiality, Competence, Process and QMS

Background Option 3: Aligning the JI accreditation process with the CDM accreditation process steps and carrying out combined/joint assessment resulting in two reports for decision making of the two accreditation panels. Full alignment of the CDM and JI accreditation procedures Adoption of a common accreditation standard. The use of the same roster of expert qualified in both CDM and JI using same qualification criteria.

Background JOINT SESSION OF THE CDM AND JI ACCREDITATION PANELS February 3th, Discussed possible areas for collaboration 1. Full alignment of the accreditation procedures 2. Common accreditation standard. 3. Same roster of expert with same qualification criteria.

Combined Assessor resource pool for CDM & JI Each AP has established concrete requirement criteria to qualify persons and include them in their specific ARoE a)JI “ToR for the JI Assessment Teams”, a)CDM “Criteria for selection and use of assessors & experts” for CDM. There are differences between CDM and JI requirements but people in common

Steps to go 1.- Integration of SDM Accreditation Roster of Experts In the first stage Persons in the JI ARoE that are not in the CDM ARoE, and viceversa, to maintain their qualifications need to fulfill requirements plus training Implementation of this stage will give us 15 persons SDM, 20 as JI and 38 as CDM According to their qualifications persons can be appointed in JI Assessments, CDM Assessments or both. SDM ARoE SDM/CDM/JI Assessors & Technical Experts. SDM ARoE

Steps to go 2.- Moving persons to the SDM qualification status In the second stage only SDM members will remain in the SDM ARoE. ARoE with SDM Lead Assessors/Assessors and SDM Technical Experts. Training will be combined and gaps of technical expertise in some Technical Areas will be closed.

Steps to go Persons in the SDM ARoE can be appointed in JI and/or CDM Assessments or in COMBINED/JOINT ASSESSMENTS

THANK YOU VERY MUCH
