© EUROCONTROL European Air Traffic Management Programme The Way to 2020 Achieve 2020 objectives through a phased approach l Step-by-step implementation through viable transitions l Synchronisation with upstream RTD programmes 3 Baselines, each with identified concept, benefits and enablers l Foundation l Initial deployment of technologies and concepts to be widely used in later baselines l Based on mature and validated concepts and products l Based on ECIP contents and timeframe, consistent with ATS providers planning (e.g. FDP) l Requires deployment measures (incentives, mandates,...) l SES Deployment l Supporting the implementation of Single European Sky l Consistent with FP6 programmes scope and timeframe (C-ATM, EMMA, …) l Consolidation of mature research and construction of a consistent technical base l Requires large scale validation programme l Collaborative - High Performance ATM l Towards the ATM 2020 Vision l Aiming at ACARE/ ATM2000+ goals l Urgent need for innovative R&D

© EUROCONTROL European Air Traffic Management Programme Achievements and way ahead Achievements to date EUROCONTROL & ASD (formerly AECMA) collaboration, fully supported by EC A foundation for Master Plan development has been established, providing a basis for R&D planning Current achievement is only a very first step towards the objectives... l Stakeholder involvement, targeting consensus…. l Detailed Research planning complemented by deployment cycle l Steering and management of research element placed under JPB, ensuring EATM and EC alignment l “Living” Plan with an iterative review process, taking into account evolving needs and results, becoming the Reference for all stakeholders ……. An ambitious programme is required to support further development of the European ATM Master Plan This is the backbone within “SESAME”, a major initiative, called by the EC, for the implementation of the Single European Sky

© EUROCONTROL European Air Traffic Management Programme Proposed SES Implementation Programme Initial objective: Definition Phase for a Single European Sky Implementation Programme, i.e. l European ATM Master Plan l Work programme for the period Arrangements l Intensive Stakeholders participation through a consortium l Agency contribution to work l Application for TEN-T funding submitted to EC by EUROCONTROL Definition Phase: the premise for subsequent development/deployment phase l EC ready to launch and support a political initiative for SES Implementation

© EUROCONTROL European Air Traffic Management Programme Master Plan Development Main Activities l Regulatory and Business Framework l Human Resources l Performance Requirements and Assessment l Operational Concepts l Enabling Systems l Validation Requirements and Planning l The ATM Master Planning core effort itself l Definition of Work Programme for l Management structures, tools and processes l Review & consolidation of ongoing and planned initiatives; update of short- to medium-term implementation & deployment plan l Identification of areas & magnitude of additional needs l Life cycle cost assessment of Master Plan components, incl. R&D & implementation costs and associated trade-offs l Preparation & assessment of deployment scenarios. Analysis of trade-offs. Iterations as necessary l Selection of a scenario. Full elaboration as the Master Plan. Production of reports, incl. ATM Research Master Plan, Regulatory Plan, and Industrial Plan Including military ATM and civil-military co-ordination

© EUROCONTROL European Air Traffic Management Programme Preparatory Steps Selection by TEN-T Committee (October) Call for Tender (December) Start of contract early 2005 In the meantime l regular planning work continues l consolidated baseline is being prepared

© EUROCONTROL European Air Traffic Management Programme ATM Master Plan and ASAS ASAS validation still incomplete l Operational benefits and mixed equipage l Costs and cost-effectiveness l Avionics certification l Deployment feasibility and dates, Etc. ASAS not isolated from rest of ATM l How does it work with other intended ATM improvements? l How does it compare to them? l Does it deliver earlier, cheaper, more benefits? l Could be needed later than theoretically available Formal implementation decision impossible at this stage Future ASAS work to address pending issues l Welcome to ASAS TN 2 Results essential for Master Plan
