Basic Sustainability ConceptsSlide 1 Basic Sustainability Concepts Asia Regional Technical Workshop on Megaports Initiative Bangkok, Thailand May 12-15, 2009 Daniel Chong U.S. Department of Energy Group 3 - Maintenance, Training and Sustainability

Basic Sustainability ConceptsSlide 2 Brainstorm on Sustainability As part of the lifecycle a critical element to effective detection systems is the ability to maintain system capabilities in the long-term The Megaports Initiative typically provides three years of sustainability support through maintenance and systems administration contracts and requests filed through the Help Desk Host countries will need to take on sustainment responsibilities after the three year period Brainstorm potential issues that may impact effectiveness of sustainable systems

Basic Sustainability ConceptsSlide 3 Sustainability Issues TechnologyMethodology Systems Equipment Maintenance Upgrades/Replacement Emergency Repairs Spare Parts Consumables Construction Maintenance Upgrades/Replacement Communications System Systems Administration Infrastructure Power Communications Human Resources Adequate Staffing Proficiency Training Standard Operating Procedures Roles and Responsibilities Interagency Coordination Response Protocols

Basic Sustainability ConceptsSlide 4 Issues to Consider Technology is only half of the equation for sustaining detection capabilities, the other half is effective application of human resources and capabilities to utilize technologies –Government, port/terminal staff as well as maintenance and systems administration providers Indigenous training capabilities are key to maintaining proficiency of operators and service providers –Train-the-trainer approach Preventative maintenance is key to reducing costs of maintaining systems and reducing potential system down-time –Routine systems & equipment checks and calibration –Maintaining stocks of spare parts

Basic Sustainability ConceptsSlide 5 Issues to Consider Changes to port and terminal layouts including expansion may affect sustainment of existing systems Reduction in effective adjudication of alarms and response to confirmed detections may impact port operations and continued use of installed detection system –Standard Operating Procedures Roles and responsibilities for funding the systems operation and maintenance is required
