DaGoB Conference- Brussels 13 June 2007 European Chemical Transport Association ECTA international non profit organisation since 1999 = represents the chemical transport companies active in European land logistics 83 companies, 5000 Mio € and employed To its stakeholders: major chemical producer associations (Cefic), the EU authorities and other stakeholders = contributes to the continuous improvement in efficiency, safety, quality of chemical logistic chain by sharing learning, conferences and promotion of best practices

DaGoB Conference- Brussels 13 June 2007 Best Practices in chemical Transports Joint ECTA-Cefic working groups where “Best Practices in chemical Transports” are discussed and compiled to improve safety in the chemical supply chain Topics discussed are related to health, safety and environment (HSE) issues of the chemical transport and logistics chain ECTA promotes the ECTA-Cefic Best Practices by sharing experiences within its membership (Conferences, Academy Day) and continuous improvement with assistance of SQAS assessments

Challenges and Opportunities for Dangerous Goods Transports In the Baltic? Challenges: logistic costs are elevated and many countries are involved Opportunities: harmonised legislation on DGT – restrict tendency to additional country requirements Specific advantage in Baltic Sea for SSS: “short international voyage” conditions of IMDG Challenges: resist over-regulation (US emphasis on security)

DaGoB Conference- Brussels 13 June 2007 Security in chemical logistics T&T: intermodality – unaccompanied transports Back-office coordination: build on projects such as eCall system (communication to nearest emergency centre) Issues: false alerts, discrimination of dangerous goods transports Real threat by organised crime: theft of equipment (not for the goods, but stainless steel) Selection of drivers: EU wide harmonised driver’s licence + linked by chip info to ADR training certificate Main future challenge: SHORTAGE OF DRIVERS!

DaGoB Conference- Brussels 13 June 2007 ETAC: European Truck Accident Causation Human error is main cause of accidents (85.2%) Of which only 25% are caused by truck drivers DG transports: behaviour of driver is KEY element for safe and reliable transport! Roll-out of BBS training of drivers started in 2006 in Scandinavian countries Already applied in Germany, Poland (by groups such as Hoyer, Star Polska, Vos)
