Challenges: logistic costs are elevated and many countries are involved Opportunities: harmonised legislation on DGT – restrict tendency to additional country requirements Specific advantage in Baltic Sea for SSS: “short international voyage” conditions of IMDG Challenges: resist over-regulation (US emphasis on security)
