Coordinator’s Report Dan Widner VGIN Coordinator VGIN Advisory Board Meeting October 2,

Introduction of New VGIN Staff Stephen Barbie –GIS Technical Services Specialist Kenny Brevard –GIS Analyst Michael Vojta –GIS Analyst

VGIN Coordinator’s Report New approach – out week prior to Board meeting Highlight key items during Board meeting Provide opportunity to Board for questions about any of the report Preferences? Other ideas?

DPOR Licensing – Surveyor Photogrammetrist Public comment period closed 9/13/2007 –VGIN Coordinator notified one week prior VGIN Coordinator response – in Board packet –Essence of comments: Clearly define “acceptable use” of technology –Legal documentation that supports land surveying –Not prohibit use of technology for non-legal documentation within government Other comments of concern from localities – 773http://townhall.virginia.gov/L/comments.cfm?stageid=3 773 Standard Process –

/2007 Orthophotography Status 2006 imagery (15% of state) received and delivered to localities Web service established for state agencies Developing pricing structure for other entities 2007 imagery in process –Jurisdictional delivery schedule in Board packet –Developing plans to make imagery available to state agencies as it is delivered through web services

Orthophotography Needs Assessment Met individually with 7 state agencies with the largest GIS presence to determine “needs vs. wants” – see spreadsheet Will utilize ortho Community Of Interest – COIN for additional guidance Developing online surveys to capture additional needs VGIN will recommend the capture of one quarter of state per year –Provides more consistency, Better project management

Statewide Data Capture Proposal Commence in spring 2009 Capture one quarter of the state per year –Shorter and more manageable product delivery schedule Wide variance in geography and climatology Reduced logistical issues with statewide capture –Recurring annual data capture and processing More predictable budgeting and forecasting Provide upgrade options –Utilize digital sensors so that options are available such as Lidar, multi-spectral –Provide resolution upgrades –Ability to capture geographic areas outside of planned data capture areas

What is LiDAR ? Why is it important? Possible Board agenda item for more in depth analysis for January meeting Light Detection And Ranging (LiDAR) Needs Assessment

What is LiDAR? Light Detection And Ranging (LiDAR) Needs Assessment Courtesy EarthData

Light Detection And Ranging (LiDAR) Needs Assessment Top View Side View

LiDAR Gives you highly accurate Surface Models

Light Detection And Ranging (LiDAR) Needs Assessment Potential to satisfy “elevation” base map component for Virginia Sample application uses include emergency management, disaster preparedness, and environmental impact from sea level rise Virginia lacks statewide LiDAR compared to neighboring states, leaving a “hole” in the regional coastline Increased interest from coastal zone, state geologists and some localities State & Federal interest group met in August to discuss shared needs

Advise from the Board LiDAR is expensive but proving to be critical. With LiDAR’s growing importance VGIN could: –Develop a cost benefit analysis –Continue needs assessment –Elevate its priority based upon user needs –What is the best way to build a case for a funding? –What possible funding vehicles, if any, may be available? –Other advise?

Community Of Interest - COIN Base Mapping COIN –Over arching user input vehicle –Individual COINs for Framework Base Mapping Themes: –Orthoimagery –Transportation –Hydrography –Cadastral information –Governmental units –Elevation –Geodetic control –Specialty areas as needed e.g. Emergency Management, LiDAR

Diverse Representation Ideal: representation from all sectors Seek out specialists VGIN to facilitate and coordinate

Next Steps Orthophotography COIN being assembled VGIN website will disseminate information – VGIN Listservs to disseminate information –State agencies –Local governments –VGIN Announce Utilization of Online Surveys
