Some ideas… The first half of vs. 17 is fulfilled, but everything about prophesying, visions, and dreams will wait until the Day of the Lord. This is all happening right now.  You or I could have a direct revelation from God in a dream tonight...and we would all have to pay attention to it. This is all happening now, but prophecy, dreams and visions have to be redefined.
