Some ideas… The first half of vs. 17 is fulfilled, but everything about prophesying, visions, and dreams will wait until the Day of the Lord. This is all happening right now.  You or I could have a direct revelation from God in a dream tonight...and we would all have to pay attention to it. This is all happening now, but prophecy, dreams and visions have to be redefined.

Numbers 11:24-25 So Moses went out and told the people what the Lord had said. He brought together seventy of their elders and had them stand around the tent. Then the Lord came down in the cloud and spoke with him, and he took some of the power of the Spirit that was on him and put it on the seventy elders. My proposal…  "Speaking forth of the mind and counsel of God.” "...the Spirit of God came powerfully upon him, and he joined in their prophesying.” I Sam 10:10 As Spirit filled believers in Christ, to the degree that we speak forth the mind and counsel of God as written in the Scriptures, we, in that sense, are prophesying.  “Let the Word of Christ dwell in you richly as you teach and admonish one another…” - Colossians 3:16
