3 Best Practice: ESTABLISH COMPREHENSIVE INTERNAL AND EXTERNAL COMMUNICATIONS The procurement staff has established and maintains methods for communications about minority supplier development planning, execution and accomplishments.

TWC Practices Minority supplier development information is disseminated to internal customers on a regular basis. TWC Practices Minority supplier development education is included in new employee orientation. Our New Hire Training includes all of the values for TWC including Diversity and Inclusion New Hires are not typically trained on Supplier Diversity unless they are joining a Procurement or Purchasing Team 9

TWC Practices On-going and specialized minority supplier development training is provided to other business units. All TWC Regions have people who are focused on Supplier Diversity in their Regions. Information is shared including: – Current spend statistics as compared to other Regions – New Potential Vendors – Planned Internal / External Communications – Planned attendance at upcoming events Part of Management Diversity & Inclusion Training Self-Pace Training is coming on-line and may be required for all Exempt employees – TWC’s Commitment to Supplier Diversity – Business Case – Best Practices – Your Role 10

TWC Practices Minority suppliers who are not successful in winning bids are debriefed so that they can be more competitive. Incumbents are informed about upcoming events and given an appropriate opportunity to act or prepare MWBE Suppliers who lose a bid are given the opportunity to debrief Most times vendors are aware of why they may lose the bid – the debrief serves as an opportunity to prepare for a future bid 11

TWC Practices – External Communications TWC uses a number of mechanisms to communicate with MWBE suppliers externally: 1.RFx’s and Reverse Auctions 2.Contracts 3.Press Releases – “Time Warner Cable Names Primary Vendors for Remote Controls, Power Supplies” 4.MWBE Vendor Summits 5.TWC MWBE Website – TWC Website 7.WICT (Women in Cable & Telecommunications) 8.NAMIC (National Association of Minorities in Cable) 9.Walter Kaitz Foundation Support (TWC is named Diversity Champion) 12

From the Walter Kaitz Foundation Website ( Time Warner Cable (TWC) will be honored as the 2011 Diversity Champion because of the company’s commitment to recruitment and retention of a diverse workforce, implementation of a robust supplier diversity program, execution of significant philanthropic endeavors, and providing diversity in programming content. The Diversity Champion Award is given annually to individuals or organizations that act as catalysts for diversity within their respective organizations or throughout the cable industry. These organizations or individuals motivate the cable industry to embrace and value diversity, by serving as role models, inspiring and encouraging excellence, removing barriers that hinder progress, and empowering others with opportunities. Some of Time Warner Cable’s diversity activities include: Supplier Diversity. While TWC has always strived for a diverse supplier base, during the past four years it has taken additional steps to incorporate minority and women-owned business enterprises (M/WBE) in its sourcing practices. Overall spending for these suppliers has grown over the past four years, sourcing nearly $900 million to over 700 M/WBE’s.
