Introduction Goals are important While Kenya has not achieved all MDGs by a long shot, efforts have been made across the board to try to. Multiplicity of the SDGs (17) and corresponding Targets (169) will present a challenge. Could be discouraging. 2

Introduction ❑ Transition from MDGs to SDGs ❑ Broader ❑ More ambitious ❑ Shift in focus/ strategy ❑ Continuum from MDGs to SDGs (maintain momentum/ scale up momentum/ build on successes/ avoid challenges) ❑ Are they divisible/ independent? Prioritization. Can countries pick and choose 3

Summary of role of NHRIs  Support/participate in the development of Indicators at National level and integration into national development plans  Undertake monitoring and reporting of progress at national level (incl. monitoring remote factors affecting progress)  Promote accountability  Receive complaints, undertake investigations, prepare reports with recommendations to ensure compliance  Provide space for Dialogue on SDGs at National/Regional/ other sub-national levels  Stakeholder identification and convening  Formulation of conversation to include focus on human rights 4

Examples  Formulation of national indicators  Kenya has development program covering period : Vision 2030  To be implemented in successive 5 year Medium term plans (MTEF)  Expressly stated that under vision Kenya to meet MDGs/ now SDGs  KNCHR participated in formulations of rights based indicators for MTEF 1( focus in non discrimination, public participation, accountability, transparency) 5

Examples (cont’d)  Monitoring and reviewing country progress Kenya has signed onto primary international and regional human rights instruments, in fulfillment of mandate has participated in the formulation of country reports and alternative reports  Has adopted consultative and multi sector approach  Successful participation in UPR 2nd cycle.  Follow up on recommendations at national level  SDGs lend themselves to a human rights analysis so can be integrated in UPR review and other instruments eg ICESCR, ICCPR, CAT, UNCRPD, UNCRC etc. 6

Examples cont'd  Accountability Key mandate of the commission include promoting redress for human right violations,(receiving complaints, undertaking investigations, complying reports and making recommendations)  Inquiries:  Public National Inquiry on Sexual and Reproductive Health  Report on living large(focusing on public expenditure)  The Error of fighting Terror with Terror : ensuring adherence to rule of law and access to justice even in the face of challenges such as terrorism. 7

Examples Cont'd  Stakeholder Engagement  At National level: strategic partnerships  Work with institutions to progress realization eg work with Judiciary; Court User Committees  Work with Prisons on prison reforms; support in establishment of human rights desks, collaboration in legislative review  Work with DOJ/AG to prepare country reports to various treaty monitoring bodies and country plans for implementation of recommendations 8

Examples / Stakeholders - contd.  KNCHR has signed MOUs with various stakeholders – Universities, institutions of learning, Council of Governors, other Constitutional commissions  Working relationships with Parliament, Various MDAs  – putting us in a good place to start working on the SDGs

Challenges  Prioritization process – what to focus on  Capacity to monitor some aspects of the SDGs eg Climate change, economic parameters, etc Require us to step up our ‘game’  Measurement of the goals/targets? While there has been ample participation in the process of the post Agenda, more awareness is needed.  New ground for KNCHR – Energy(7), Resilient infrastructure (9), Reduce inequality within and without: How?(10), Climate change (13), sustainable oceans (14), environment (16)
