Why Does Topsail Beach Need a Management Plan? 1. Beach erosion is a Fact of Coastal Life and there are uncertainties regarding federal participation. 2. A Management Plan helps structure long-term financial planning. 3. If the Town is to be eligible for FEMA Disaster Relief it must have a plan in place. 4. In order to apply for an exemption to the Static Vegetation Line the Town must have a 25 year or greater management plan established.

Key Components of the Management Plan Mitigate the Town’s long-term erosion. Meet the requirements of both FEMA and NCDCM programs. Requirements Provide a long-term borrow source. Develop an economically feasible solution. Develop a politically acceptable solution.

FEMA REIMBEURSEMENT REQUIREMENTS CATEGORY G - from FEMA Website Updated August 11, 2010 Category G: Parks, Recreational Facilities, and Other Items Beaches. Emergency placement of sand on a natural or engineered beach may be eligible when necessary to protect improved property from an immediate threat. Protection may be to a 5-year storm profile or to its pre-storm profile, whichever is less. "A beach is considered eligible for permanent repair if it is an improved beach and has been routinely maintained prior to the disaster. A beach is considered to be an "improved beach" if the following criteria apply: the beach was constructed by the placement of sand to a designed elevation width, grain size, and slope; and the beach has been maintained in accordance with a maintenance program involving the periodic re-nourishment of sand at least every 5 years. Typically, FEMA will request the following from an applicant before approving assistance for permanent restoration of a beach: design documents and specifications, including analysis of grain size; "as-built" plans; documentation of regular maintenance or nourishment of the beach; and pre- and post-storm cross sections of the beach. Permanent restoration of sand on natural beaches is not eligible."

15A NCAC 07J.1201(b) after five years. A petitioner is eligible to submit a request for a static vegetation line exception after five years. 15A NCAC 07J.1201 (d)(2) A complete static line exception request shall include the following: planned maintenance needed to achieve a design life providing no less than 25 years of shore protection from the date of the static line exception request. Plans and related materials including reports, maps, tables and diagrams for the design and construction of the initial large-scale beach fill project that required the static vegetation line, subsequent maintenance that has occurred, and planned maintenance needed to achieve a design life providing no less than 25 years of shore protection from the date of the static line exception request. The plans and related materials shall be designed and prepared by the U.S. Army Corps of Engineers or persons meeting applicable State occupational licensing requirements for said work; NCDCM REQIREMENTS FOR THE STATIC LINE EXCEPTION 15A NCAC 07J.1200

Sand Sources CHANNEL EXPANSION & Maintenance Is the least cost solution to Beach Nourishment. Provides a long-term source. Provides direct benefits to greatest number of Islanders.

The Renewable Resource Shoaling rates typically are +/- 220,000 cy/yr. Produces the highest quality sand in this area. These match the annual erosion rates for Topsail Beach. Stabilize the Inlet locationally. Design will be calibrated to provide the most sand and longest interval.

Recommended Profile - provides storm protection and will move vegetation line forward by 60+ feet Maintain Existing Profile- Provides chronic erosion protection, but uses existing dunes as the primary storm protection. Beach Project Profile The 2011 Project – Intended to “Hold the Line” until the Federal Project is ‘Appropriated” The Recommended Plan provides similar storm protection the USACE 50 Year Project.

Reasons for Maintenance (Triggers) Time Threshold (4 years) Based on USACE Studies and other local projects. Figure”8”, Wrightsville & Carolina Beach Beach Sand Loss (60%) Volumetric Loss over the length of the beach Channel Shoaling (85%) This is a Region Sand Management Plan. The channels will only hold finite quantity of sand. These Triggers will be based on June Surveys and will initiated permitting for a project following year (i.e. surveys show need on the beach in 2013, start process for construction in the fall of 2014) The Triggers will Change as the Project Matures
