3 Connecticut Department of Energy and Environmental Protection PA 14-163 Signed by the Governor 6/11/14 Directs the Water Planning Council to complete a state water plan by July 1, 2017 Makes some changes to Department of Public Health Statutes regarding public water supply emergencies, WUCCs, and requires a feasibility study for two items

11 Connecticut Department of Energy and Environmental Protection Content of Plan – Recommendations Utilization of resources in a manner that balances public water supply, economic development, recreation and ecological health Steps to increase climate resiliency Technology and infrastructure upgrades Land use and other measure including acquisitions to ensure water quality and quantity and promote development in concert with available water resources Promote intra-regional solutions and sharing of water resources

12 Connecticut Department of Energy and Environmental Protection Content of Plan – Items to be Developed Conservation guidelines and incentives for water conservation with due consideration for energy efficiency Water reuse policy – match use to quality Short and long term strategies to communicate and implement the plan Strategies to address climate resiliency and extreme weather events Identification of modifications to laws and regulations that are necessary to implement recommendations of the plan

13 Connecticut Department of Energy and Environmental Protection Public Process for Adoption by WPC WPC provide a minimum of 120 days for public review and comment prior to finalizing plan – Council on Environmental Quality to post – At least one public hearing WPC to consider all public comments and prepare a report as part of finalization of plan

14 Connecticut Department of Energy and Environmental Protection Public Process for Adoption by General Assembly WPC submit plan no later than January 1, 2018 Joint standing committees (Environment, Public Health, Planning and Development, Energy and Technology) shall hold a joint hearing within 45 days of beginning of 2018 session Plan approved by July 1, 2018 if General Assembly fails to act

15 Connecticut Department of Energy and Environmental Protection Public Process if Disapproved by General Assembly WPC resubmits plan within 90 days If joint committees fail to take action within 90 days, is deemed approved
