BARRIER REMOVAL STRATEGIES  Strict implementation of fishery laws and ordinances  Improve governance of marine sanctuary management bodies  Allocate funds for infrastructure needs like guard houses, patrol boats and fuel, other equipment  Design effective IEC billboards, signages  Provide incentives to law-abiding fishers such as alternative livelihoods such as fish caging
