1 Overview of SMART Objectives ( for Rare Staff) 1 K – awareness of local fishers on the benefits to the local community of having the Tigaon Municipal Fishery Reserve and Sanctuary K – knowledge on the exact location of the sanctuary K – awareness of local fishers that no one can fish or collect shells in side the sanctuary A-Belief of fishers that its important to protect the Tigaon Municipal Fishery Reserve and Sanctuary to sustain catch A-Belief of local fishers that no one should fish the sanctuary IC – discussion of fishers to anyone about benefits to the community of a well-enforced sanctuary IC – discussion of fishers to anyone the no one should intrude the sanctuary BC – Fishers fish outside the sanctuary Messaging Strategy Fishing outside the sanctuary by the Tigaon fishers is an investment at sea for their children and grandchildren's future because they secure the source of food and livelihood.
