Introductions Emergency alert is to deliver the emergency information such as disaster warning targeted to a specific area –Emergency alert may reduce the risk and decrease the damage –Emergency alert is sent by ABSs It includes transmissions of emergency alert indicator and emergency information –The FCC requires disaster recovery maintenance, testing, prevention, emergency procedures, and recovery strategies for the timely resumption of essential services during emergencies

Introductions The issue is: How to alert the AMSs effectively? In this contribution, an emergency alert procedure is proposed to notify all AMSs the imminent disaster The concept of emergency alert procedure –The emergency information is broadcasted All AMSs in connected state will receive the emergency information –The emergency indicator is used to notify AMSs in idle state the transmissions of emergency information AMSs in idle state will receive the emergency information in addition to paging message

Emergency alert procedure Emergency alert indicator –For alerting the idle AMS, the paging message includes an emergency alert indicator Emergency alert information –Upon receipt of the emergency alert indicator, the AMSs shall decode the A-A-MAP to obtain the emergency information Transmissions of emergency information shall be indicated in the A-A-MAP using the pre-defined broadcast or multicast STID

Proposed text for the m AWD [Modify the following text in Line 37, Page 8 as indicated:] Station Identifier (STID) The ABS assigns a 12 bits long STID to the AMS during network entry, and, in some cases, network re-entry, that uniquely identifies the AMS within the domain of the ABS. Each AMS registered in the network has an assigned STID. Some specific “ STIDs ” are reserved, for example, for broadcast, multicast, emergency alert, and ranging.

Proposed text for the m AWD [Insert the following text in Line 60, Page 99 as indicated:] Broadcast paging message Paging message includes identification of the AMSs (i.e. temporary identifier) to be notified of DL traffic pending or location update. In addition, an emergency alert indicator is included in the paging message to notify the idle AMSs reception of the emergency information.

Proposed text for the m AWD [Insert the following text in Line 55, Page 100 as indicated:] Operation during paging listening interval At the beginning of the paging listening interval, the AMS shall scan and synchronize on the A-PREAMBLE of its preferred ABS and decode the P-SFH of the ABS. Upon reception of the emergency alert indicator that is set to ‘ 1 ’, the AMS shall decode the A-A-MAP to obtain the emergency information.
