HARNESSING LIMITED RESOURCES TO RESPOND TO DISASTERS : CHALLENGES HARNESSING LIMITED RESOURCES TO RESPOND TO DISASTERS : CHALLENGES  HIGH LEVEL OF MISTRUST ON THE PARTS OF AFRICAN GOVERNMENTS BY FOREIGN DONORS AND FINANCIAL INSTITUTIONS DUE TO THE COMMON CORRUPT PRACTICES BY OFFICALS.

CHALLENGES FACED [CONT.]  FLUID SECURITY IMPEEDS EFFECTIVE RESOURCE MOBILISATION TO AFFECTED COMMMUNITIES  WEAK CAPACITY OF STATE INSTITUTIONS TO UNDERTAKE EFFICIENT COORDINATION AND RESPONSE TO DISASTERS. 

CHALLENGES FACED [CONT]  NON-ESTABLISHMENT & ALLOCATION OF NATIONAL DISASTER FUNDS  NON-FUNGIABILITY OF DONOR FUNDS  POOR COMMITMENT OF DONORS/INTERNATIONAL PARTNERS TO HONOUR PLEDGES AFTER DISASTERS.

WAY FORWARD  GREATER COMMITMENT BY AFRICAN GOVERNEMENT FOR THE DEVELOPMENT OF EFFECTIVE AND EFFICIENT DISASTER MGMT. PROGRAMMES( DM FUNDS, ETC)  GOVERNMENTS TO ENDURE THE ESTABLISMENT OF EARLY-WARNING STRUCTURES FOR INFORMATION SHARING & DISEMMINATION  GOVERNMENTS AND OTHER DONORS TO INTEGRATE DISASTER MGMT INTO DEVELOPMENT PROGRAMMES  GOVERNMENTS & OTHER DEVELOPMENT PARTNERS TO PRIORITISE INSTITUTIONAL CAPACITY BUILDING  GOVERNMENTS SHOULD HAVE AN EFFICIENT AND EFFECTIVE MONITORING AND EVALUATION TEAM

WAY FORWARD [CONT.]  DONORS SHOULD LIVE UP TO THEIR PLEDGES FOR AN EXPIDIENT DISASTER REHABILTATION AND RECONSTRUCTION.  AFRICAN GOVERNMENTS SHOULD DO MORE TO SECURE ECONOMIC BASES AND IMPROVE TERMS OF TRADE WITH FOREIGN INVESTORS.  DISASTERS ARE UNFORESEEN BUT THEIR IMPACTS CAN IN A SECOND COMPLETELY DESTROYS THE WHOLE COUNTRY.
