Glasnost: Openness. –Gorbachev allowed total free expression and criticism. –Dissidents were freed from prisons.

Perestroika: Gorbachev reorganized the government and allowed capitalism in the economy

Keeping military forces, support, and agents all over the world was very expensive…..
