Main Functions of LSC Strategic planning with research base Re-orientate the nature of provision Purchasing of education and training Matching local need Engaging employers in shaping learning

Provision of Entry to Employment(E2E) Aged & not at school or college or in training Full-time Work-Base-Learning programme Incentive bonus for those who approached personal adviser Training allowance & incentive bonuses for learners Well-fund project for the service providers Facilitate the opportunity of progression

Provision of Modern Apprenticeship(MA) Vocational training and occupationally specific for age group Foundation MA & Advanced MA Financial assistance & specialist advice to Companies Essential skills & progression route for young people

Impacts of LSC Around 4,000 delivery partners Participate in reviewing the nature and design of the current Qualification Framework (QF)

Impacts of E2E Budget of E2E: 8 billions per year More than 200,000 young people benefit London Central: contract with 30 colleges, 35 schools, 49 employers on work base training

Impacts of MA Government funding covers 100% of the mandatory aspects 220,000 young people benefit in 2003

Observations LSC does not provide training itself : - focus in planning and fund allocation - an overwhelming role in service provision Money reward is a kind of essential incentive MA carries out in industrial sector as well as commercial and social service sectors

Implications to H.K. The functions of LSC is a good reference in planning and funding for post-school education and training Emphasize the role of Personal Advisors in the helping process Improving a progression route for the apprentices by establishing Qualification Framework
