Dutch Chamber of Commerce – Michael Stoelinga 3 Base register framework Part of Dutch e-government program Common mutually dependent registries for the most basic entities as a base for all public law decisions Purpose: less administrative burden – "once given (by citizen), used manyfold (by state)" Typical example of internet driven integration

Dutch Chamber of Commerce – Michael Stoelinga 5 Challenges Registering 100% of enterprises and legal entities, including public legal entities and state bodies But "what IS an enterprise?" Obligatory use and feedback Use of base address register Common intake process for starting enterprises by trade register and tax office More demanding quality standards

A state body will have the obligation to use the data from the base registries when making a public law decision Only in situation of justifiable doubt they are allowed to use other information, but they then must send a feedback message to the register concerned The register has to check every feedback message within a certain timeframe

Dutch Chamber of Commerce – Michael Stoelinga 7 More demanding quality standards Current quality measures are % But only data versus underlying administration (notary deeds, other documented proofs) For a functioning framework of registers the quality has to be in the 99% range (10 times better!) A measure of administrative versus real quality will be introduced
