3 Information system of Cadastre of Real Estate Czech cadastre encompasses both legal relation to real estate (Land Registry) and classical (technical) cadastre – so called single system, Operational run of IS CRE started in 2001, from the very beginning with possibility to get cadastral data via internet (Remote Access), Unified system for whole country, 105 local databases at cadastral workplaces, WAN, one central database always up-to date, 4500 employees, Dissemination of data – possibilities: at counters of cadastral workplaces and via internet, Continuous gradual development since 2001 – keeping up with legislation, development of ITC. 4.3.2010 Recent development towards e-Cadastre in Czech Republic Stránka 3

4 Some milestones of development Viewing at Cadastre (simpler and free of charge internet service) – 2004, completed by viewing at maps - 2008 Outputs with e-Signature - 2006 Reference raster parcel maps accessible via Remote access - 2006 Web services – outputs in.PDF (2007), in XML – (2009), web services for CzechPOINTs (one-point-shop for citizens) - 2007 Certificate of non-registration in Cadastre (2008) Announcement (by e-mail and / or SMS) in time of finishing the registration (2008) Semi-automatic registration of writs of execution – 2009 Semi-automatic registration of announcements of court commissioners (notaries) in inheritance cases - 2009 4.3.2010 Recent development towards e-Cadastre in Czech Republic Stránka 4

7 Some statistical data from 2009 Remote Access: – 16 265 clients – 2 018 000 Excerpts from Cadastre (Titles) – 352 000 Overviews of ownership – 183 000 Certificates of non- registration in Cadastre – 200 000 other outputs. 8 E-Government in the Czech Republic Vision: To transform public services towards clients using eGovernment as key infrastructure Key components: – Base registers – Communication infrastructure of public administration) – Czech POITNTs – Data Boxes – E-Identification 4.3.2010 Recent development towards e-Cadastre in Czech Republic Stránka 8

9 Data Boxes Act No. 300/2008 Coll. on electronic operations: – Electronic documents have the equal rights as paper ones – Rules for authorised conversion of paper to electronic documents (and vice versa) – Introduces information system of Data Boxes – secure electronic delivery services. Public administration bodies are obliged to use it instead of postal services for mutual communication. The direct linkage between IS CRE and system of Data Boxes is currently in pilot run. 4.3.2010 Recent development towards e-Cadastre in Czech Republic Stránka 9

10 Base registers of the Czech Republic Act No. 111/2009 on base registers establishes: – Registers of Inhabitants – Register of Juridical Persons – Register of Territorial Identification, Addressees and Real Estate – Register of Rights and Duties – Which are mutually interconnected by secure information system of base registers Main aim: to provide public administration with reference data – data, which can be taken over without any verification Operational run by 1.7.2012 4.3.2010 Recent development towards e-Cadastre in Czech Republic Stránka 10

11 Register of Territorial Identification, Addresses and Real Estates (RTIARE) COSMC is the administrator RTIARE will provide reference data on territorial units, addresses and real estates, will mediate data on ownership from IS CRE Project consists of creation of RTIARE itself and adaptation of IS CRE Project is co-funded from Structural Funds of EU 4.3.2010 Recent development towards e-Cadastre in Czech Republic Stránka 11
